1. Challenges in the Case Study

Special constraints for the use of PEN approach to study legal framework Legal framework includes specific features for implementation of land law in each province; –Difficulties in capturing all information Limited data availability on land administration and on forest cover Challenges in the Study

2. Strong Points in the Findings

No correlation found between poverty and areas of allocated forested land. Poor households have; –Limited decision making on forest land –Limited access to credit and markets Modern land use plans offer a ‘win – win’ solutions for poverty and the environment, but only if there is local participation Local capacity is a critical issue in land administration Strong points in the findings
