Managing Risk in the Community

Public Protection Child Protection Committee Adult Protection Committee MAPPA Doorway Choose Life

Adult Protection Adults with Incapacity (Scotland) Act 2000 Mental Health (Care and Treatment) Act 2003 Adult Support and Protection (Scotland) Act 2007 The Offences (Aggravation by Prejudice)(Scotland) Act 2010 Forced Marriage etc. (Protection and Jurisdiction) (Scotland) Act 2011

Adult Protection Committee Ensure all public bodies are undertaking their responsibilities under the Act Ensure all public bodies train their staff commensurate with their role Ensure all public bodies develop procedures and maintain standards in relation to the Act Ensure ongoing public awareness of the Act

Challenges of Managing Risk in the Community Human Rights –balance the adult’s right to self-determination with the need to protect the adult from harm Chaotic lifestyles-many individuals have complex issues including mental health/drug dependency, cyclical behaviours, self harm Clarity about what we know and what we believe

Challenges of Managing Risk in the Community Acceptance by agencies of chaos, addiction and poor conditions as “lifestyle choice” For many there are barriers to accessing justice, redress and support, so perpetrators face few consequences

What have we learned? Importance of early intervention Avoid duplication by clear communication and actions Need to work across protection legislation frameworks Requirement for appropriate refuge options

What have we learned? Person enabled to understand the process and clear explanation of the choices open to them Effective and systemic change requires leadership, commitment and stamina
