2 Performance Based Grants to LGUs Features of the LPP  Empowers LGUs to identify and solve problems in population, family planning and maternal and child health, set policies and standards of services, and provide counterpart funds and technical assistance  Relies on local chief executives – governors and city/municipal mayors – for overall project implementation  Offers financial and technical assistance to LGUs to augment local resources for health and improve their managerial capability  Serves as integrating mechanism for other training assistance, supply of FP commodities and medicines, IEC, voluntary surgical contraception, monitoring and research  Operates on a performance-based scheme  Implemented through a Memorandum of Agreement between the DOH and participating LGUs Features of the MGP  Same as LPP, but implemented in large municipalities and cities  Requires counterpart funding from the LGU

3 Municipal Advocacy Teams – Mayor, Councilors, NGOs Provincial Advocacy Networks – NGOs and civil society organizations, particularly those from the academe, media, church, women’s organizations, human rights groups, youth groups, grassroots community organizations  Budget line item for population, FP and RH in Municipal Development Plans and Budgets  Legislation creating Municipal Advocacy Team  Legislation creating Population Officer position in the municipality
