Purpose: Enable the students to become competent in comprehension, speaking, reading and writing English Plan: Set Goals for proficiency in English Policy: Recognize needs of ELs Our Policy-Plan-Purpose

ESL Terminology ESL: English as a Second Language ENL: English as a New Language EL: English Learner LEP: Limited English Proficient FLEP: Former Limited English Proficient NOM PHLOTE: none-English background but are fluent in English and do not require ESL services.

What’s required? Lau v. Nichols –Must consider students linguistic needs. Castenada v Pickard –Selected program must be research-based and regularly evaluated and adjusted. No Child Left Behind –Equal access to complete educational program. –Regular and special education as appropriate. –Curricular and extracurricular opportunities.

Flow Chart Parents/Teachers Notified LEP Meeting with parents to discuss their child’s individual ESL program Teachers are involved in EL Committee Mtgs and informed of necessary accommodations Inclusion in ESL Program Parents are notified of placement Language proficiency test is administered (ACCESS/W- APT) score of <3.9 are in need of intensive services Enrollment in Alexander City School System Home Language SurveysSystem/State Forms sent home

Flow Chart Continued…. Monitoring-Exiting LEPs are monitored regularly by EL Committee and included in Data Portfolios FLEPs are monitored for 2 Years Testing ACCESS Yearly in Spring for all LEPs Score of 4.8 is considered proficient and student is eligible for exit Accommodations I-ELP Classroom accommodations as prescribed by EL committee Pull out for English language instruction classes by ESL teacher

Exit Requirements 4.8 or higher on ACCESS state assessment for English language proficiency

Each ELP standard addresses a specific context for language acquisition.
