Earth Observation and Disaster Warning Working Group Meeting January 27, 2005

What is our role Establish and operate EO data transfers to support both science and government near-real-time applications (weather prediction, disaster warning, environmental events). Development of distributed archive and access to EO data. Development of interactive mapping / analysis systems. Participate in EO application projects.

On-Going Activities 1. DMSP data transfers from NGDC to MAFFIN-Japan. Near real time (NRT) delivery of nighttime OLS data of the AP region and global SSMI from multiple satellites. NRT delivery established in early DMSP data transfers from NGDC to NUS-CRISP Singapore. Near real time delivery of nighttime OLS data of the SE Asia region from multiple satellites. Data also passed to the Meteorological Service of Singapore. Established in early Data exchange between AIT-Thailand and MAFFIN. NOAA-POES => MAFFIN. DMSP => AIT. 4. TRMM data transfers from NASA-GSFC to JAXA 5. mailing list is in

Recent Events 1.NGDC provided MAFF with global archive of day/hight satellite OLS orbits from These data and many geolocated products are now available via SiDAB. 2. NGDC provided MAFF with 15,000+ orthorectified Landsat scenes from the NASA GeoCover database (1990’s and early 2000’s). 3.NGDC has been selected to be one of two long term archives for all NOAA satellite data – including NPP and NPOESS. 4.TransPAC has expended bandwidth from USA to Asia to 40 gigabits/sec.

Opportunities Thailand plans to launch THEOS satellite in Will have 2 meter panchomatic and 15 m multispectral. GISTDA plans to use network to distribute data. MAFFIN has indicated interest in receiving NPP and NPOESS data from NOAA, building an archive and access system for the AP region. Chiba University in Japan would like to receive a complete copy of the VIIRS data from NPP and NPOESS. JAXA ALOS mission has a September 2005 launch scheduled with December 2005 set for start of data collections. They plan to widely distribute the data. Recipients will include GISTDA, ESA, NOAA, NASA, ACRES. APAN bandwidth to be used in distribution. Digital Asia Network continues to build and may need expanded bandwidth in the future. TransPAC anticipates we will have plenty of bandwidth between the USA and Asia to accommodate EO data transfers. APAN could be used to more effectively transfer EO images in the region during disasters.

Should we sharpen the direction of our efforts? Precipitation monitoring in the AP region using microwave imagery => distribution to wireless devices? Development of a VIIRS user community in the Asia Pacific region? Others???

Shift from EO-WG back to EM-WG? Name changed after Shinichi Sobue left WG. The EO name has not been widely adapted – we continue to refer to ourselves as EM and others refer to us as EM. Our remains

Plans for Taipei August 2005 Expanded set of plenary sessions – each WG to provide one plenary presentation. Elvidge volunteers to give a presentation on the “Nighttime Lights of the World”. One session on disaster warning One session for reports on new technology, new services and new developments. Call for presentations to be made. Could be many short presentations in single session.
