Overview of HB 5 The State Board of Education (SBOE) Timeline: September : Public Hearing and Discussion of HB 5 Rules November: First Reading and Filing Authorization December: Release of Revised Proposal and Official Public Comment Period January: Second Reading and Final Adoption April: Rules adopted for NEW courses districts will be required to offer 2014-2015: Implementation

Graduation Requirements Implementation of new graduation plans 2013-2014 Seniors can switch to new foundation plan, if it will impact graduation 2014-2015 All 9th graders will be required to: Meet foundation requirements Select at least one endorsement to pursue (in writing) Have a Personal Graduation Plan that has parental approval 10th-12th graders can: Remain on current minimum/recommended/distinguished plans Transition to foundation plan with an endorsement

Graduation Requirements Students may choose more than one endorsement, if offered by the district. A district must permit a student to choose, at any time, to earn an endorsement other than the endorsement the student previously indicated.

Graduation Requirements A student may graduate under the foundation high school program WITHOUT an endorsement if, AFTER the student’s sophomore year: 1. the student and the student’s parent are advised by a school counselor of the specific benefits of graduating with one or more endorsements, and 2. written permission is signed by the parents, on a form adopted by TEA.

Foundation Requirements REMINDER - Some parameters have been placed around what will count as “Advanced” 3rd credit and/or 4th credit math and science (see lists on pp. 3-5 of Chapter 74 document) Dual credit courses align to TEKS-based courses. Example: College Algebra may count as Algebra II, Pre-Calculus, or independent study I math.

Endorsement Requirements A student may earn an endorsement by successfully completing: curriculum requirements for the endorsement 4 credits in mathematics 4 credits in science 2 additional elective credits (related to the endorsement) Total of 26 credits

Endorsement Requirements There are multiple pathways to fulfill endorsement requirements School district defines advanced courses and determines a coherent sequence, provided that prerequisites are followed A course used to satisfy an endorsement requirement may also be used to satisfy a foundation/elective requirement

Endorsement Requirements Algebra II ONLY in STEM endorsement Algebra II was highly recommended for college-bound students at a recent subcommittee meeting by Vernon College.

STEM, Business & Industry, and Public Service Endorsements CTE route to an endorsement: Requires four or more CTE credits Two of these courses must be in the same career cluster One of these courses must be advanced (3rd or higher course in a sequence) The final course in a sequence must be from the student’s chosen career cluster TEA recommends using similar models, as in the past Additional language clarification coming from TEA in the form of a FAQ

Noteworthy Points from SBOE Discussion Districts determine Coherent Sequences Approximately 200 courses in 16 clusters are available—just need some relationship Coherent Sequences for a student may have courses from more than one career cluster Reminder: last course in the sequence determines the endorsement

STEM Endorsement Algebra II, chemistry, and physics and one of the following: CTE coherent sequence of four credits related to STEM (CTE route on slide 22) A coherent sequence of four credits in computer science Five credits in math by successfully completing Algebra I, geometry, Algebra II, and two additional math courses to which Algebra II is a prerequisite Five credits in science by successfully completing biology, chemistry, physics, and two additional science courses In addition to Algebra II, chemistry, and physics, a coherent sequence of three additional credits from no more than two of the areas listed in CTE, computer science, math, and science

Business and Industry Endorsement Attain one of the following: CTE coherent sequence of four credits (CTE route on slide 22) related to one of the following areas: Agriculture, food, and natural resources Architecture and construction Arts, audio/visual technology, and communications Business management and administration Finance Hospitality and Tourism Information Technology Manufacturing Marketing Transportation

Business and Industry Endorsement Four English elective credits by selecting three levels in one of the following areas: Advanced broadcast journalism Advanced journalism: newspaper Advanced journalism: yearbook Public speaking Debate

Business and Industry Endorsement Four technology applications credits by selecting from the following: Digital Design and Media Production Digital Art and Animation Digital Communication in the 21st Century Digital Video and Audio Design Web Communications Web Design Web Game Development Independent Studies in Evolving/Emerging Technologies A coherent sequence of four credits from CTE, English electives, or technology applications

Public Services Endorsement Attain one of the following: CTE coherent sequence of four credits (previous slides) related to one of the following areas: Education and training Government and public administration Health science Human services Law, public safety, corrections, and securities Four courses in JROTC

Arts and Humanities Endorsement Attain one of the following: a total of five social studies courses four levels of the same language in a language other than English two levels of the same language in a language other than English and two levels of a different language in a language other than English four levels of American sign language a coherent sequence of four credits from one or two categories of disciplines in fine arts or innovative courses approved by the commissioner Four English elective credits (from list on page 15 of Chapter 74 document)

Multidisciplinary Studies Endorsement Attain one of the following: Advanced courses that prepare students for the workplace from within one endorsement area or among endorsement areas that are not in a coherent sequence Four credits in each of the four foundation subjects (to include English IV and chemistry and/or physics) Four AP/IB courses, or dual credit selected from English, math, science, social studies, economics, languages other than English, or fine arts

Endorsements (g) A course completed as part of the set of four courses needed to satisfy an endorsement requirement may also satisfy a requirement under section 74.12(b) and (c) of this title, including an elective requirement

Distinguished Achievement Complete foundations high school program Complete requirement for at least one endorsement Complete Algebra II A student must earn distinguished level of achievement to be eligible for top 10% automatic admission
