Introduction MEMBERSHIP DRIVE The Zimbabwe Test network was launched in May 2010 Process of initiating network Identified key stakeholders Wrote letters informing them about the TEST network and its objectives and invited them to join Network Stakeholders provided names of other relevant stakeholders who were further invited Network membership now stands at 90 institutions and individuals Membership database compilation initiated

Challenges Major challenge during initiation process Delay in finalization of contract Delay in receiving funds for starting the project Limited budget - no funding for operations (communication, advertising, local travel) to carry out advocacy to reach potential and recruited members Slow response by approached institutions due to bureaucracy

Activities 1.1 and 1.3 Survey of Research Capacities, Activities and Actions Objective To determine the research capacity, activities and actions of Zimbabwe with respect to the three areas of traffic flow management, road safety and air pollution.

Methods Structured questionnaires (administered to relevant government ministries, departments, universities, other public and private sector players involved in the transport sector) Face to face interviews with key informants Telephone interviews Literature reviews

Results ROAD SAFETY Main Issues Road design No provision for NMT Narrow roads with no shoulders Increased number of haulage trucks Poor road maintenance Poor maintenance of vehicles Poor driving skills including drunken driving

Road Safety Results Continued Data collected for most indicators but is not analyzed and impacts not assessed Data collection is fragmented Relevant legislation in place and continuously reviewed but not enforced Road safety priority at highest level of government due to increased number of accidents

Road Safety: Capacity Needs Training on data analysis Training on assessment of economic costs of accidents Training on interpretation of data for evidence based policy formulation Funding for research activities Exposure to newer road designs and new concepts of road design and traffic management

Results TRAFFIC FLOW MANAGEMENT Main issues Increasing number of vehicles without increase road capacity

Traffic Flow Mgt Main Issues Too many uncontrolled intersections of high volume roads Non-functional traffic lights Poor road design Poor traffic control –police not present at bottlenecks

Traffic Flow Management Research activities Data related to traffic flow not collected No studies on travel and traffic behaviour, traffic bottlenecks Road network capacity not assessed Lack of funds, increasing fund base through toll fees Legislation in place but not enforced

Results AIR POLLUTION Main issues The contribution of the transport sector to air pollution becoming increasingly important to the Ministry of Environment Standards for vehicle emissions being developed Government recently gazetted regulation to start vehicle emissions testing and banning of importation of second hand vehicles that are more than 5 years old

Air Pollution Main Issues Continued Data on emissions are estimated using emission factors except in Harare where there is limited monitoring Emission inventories are not compiled by the authorities. The only emissions inventory conducted by APINA for non- GHG based on year 2000 One GHG emissions inventory compiled by Climate Change Office as Initial Communication to UNFCC- the Second Communication being compiled

Air Pollution Main Issues Continued No modelling of air pollution done No studies on impacts of air pollution on health etc No funds to purchase equipment to monitor emissions

Air Pollution issues – Capacity Needs Training on monitoring Training on segregation of emissions by source Training on compilation of city level inventories Training on modeling Training on impact assessment Enhancement of monitoring equipment

Research Report Survey on research capacities completed Report on the results of the survey has been compiled Results will be validated at a stakeholder meeting to be held on 18 November 2010
