To Specify Advanced Mobile Broadband for emergency and safety applications for Public Safety/Disaster Response Professionals

Transatlantic collaboration between TIA (N. America) and ETSI (Europe) established in 2000 Observers from Canada (TSACC) and Korea (TTA) Focusing initially on the”user” needs of the Public Protection & Disaster Relief sector (PPDR) – these are defined in MESA Statement of Requirements (SoR) Aggressive technological goals to implement advanced digital services based on a very high bit-rate mobile platform FUTURE communications – from 8-10 years onwards

Structure T e c h n i c a l S p e c i f i c a t i o n s The SDOs will publish harmonized specifications for Broadband applications and services driven by common scenarios, requirements and spectrum allocation

Users in the Drivers Seat - The 5S principle Users Statement of Requirements Scenarios Regulators Spectrum Industry Specifications Partners Standards Duration

Advanced/future System Not a replacement for existing and evolving systems Aim for interoperability 2G2G -P25-TETRA-P25-TETRA MOBILITY [m/sec] Bit Rate [MBPS] Vehicle Walk Fixed Carrier Frequency Aero- nautical BroadbandWideband 0.02 Narrowband 2.5 G 3G Bandwidth positioning of MESA

Potential Uses Robotics Telemetry 2 way video Graphics Database access Patient monitoring 3-D positioning and GIS Voice communications Technical Features Self configuring and healing network High capacity Independent of public infrastructure Rapid deployment Strong and transparent security Mobility up to aeronautical speeds

Mobile Ad-Hoc Network ” The Moving Hot-Spot” Master Node Backhaul Link Full scene: Command Control Communication UPLINK

The ITU-R M.1390 Methodology (on which the scenario spectrum calculations are based) calls for separate calculations of spectrum requirements, and Downlink, application by application Document to be presented to the CEPT is being produced Initial Work Items are being initiated Industry is now invited to join the group TSG System - SYS

Summary MESA aims to combine mobility up to aeronautical speeds with broadband data rates Aims to complement and interwork with known/planned narrow to broadband wireless standards & projects around the world (i.e. 2-3G) Calls for a variety of advanced research Initial spectrum issues to be considered at WRC 2003 – globally agreed spectrum allocation will be the goal at WRC 2006 Recognized by entities like ITU, UN, NATO, FBI, NTIA, APCO, EU Commission, GTSC/GRSC, Industry Canada…

Current Status 5 full meetings have taken place so far, 2 in USA – 3 in Europe. Next full meeting April 2003 in Canada (to be confirmed) SSG SA work in full swing TSG SYS work starting up Input to WRC 2003 being prepared
