It is an study group, but is open to all other WG/TAG There are currently several petitions for reconsideration to the FCC. These will not be addressed before this week. Hence the SG may not submit the PAR to the EC until next plenary, depending actions of the FCC

Additional Explanatory Notes –Item 15 – The project will define a protocol that consists of procedures for initiating new transmissions, procedures for determining the state of the channel (available or unavailable), and procedures for managing retransmissions in the event of a busy channel. IEEE 802 standards have not been designed to accommodate operation in ‘lightly-licensed’ bands (i.e. non- exclusively licensed, without guarantees about interference), and the 5 GHz concepts of ‘Dynamic Frequency Selection’ and 'Transmit Power Control' should be generalized beyond sharing with radar systems. This proposed project work on a ‘Contention- Based Protocol’ is likely to be suitable for use in ‘lightly-licensed’ bands in other regulatory domains.
