The contributor also acknowledges and accepts that this contribution may be made public by IEEE Patent Policy and Procedures: The contributor is familiar with the IEEE 802 Patent Policy and Procedures, including the statement "IEEE standards may include the known use of patent(s), including patent applications, provided the IEEE receives assurance from the patent holder or applicant with respect to patents essential for compliance with both mandatory and optional portions of the standard." Early disclosure to the TAG of patent information that might be relevant to the standard is essential to reduce the possibility for delays in the development process and increase the likelihood that the draft publication will be approved for publication. Please notify the Chair as early as possible, in written or electronic form, if patented technology (or technology under patent application) might be incorporated into a draft standard being developed within the IEEE TAG. doc.: IEEE /0022r0 Submission July 2005 Steve Shellhammer, Qualcomm Inc.Slide 2 Background The FCC has issued a Report and Order on the 3650 – 3700 MHz band [1] The R&O requires that operation in the band requires the use of a contention based protocol IEEE has a study group on this topic. It is an study group, but is open to all other WG/TAG There are currently several petitions for reconsideration to the FCC. These will not be addressed before this week. Hence the SG may not submit the PAR to the EC until next plenary, depending actions of the FCC
doc.: IEEE /0022r0 Submission July 2005 Steve Shellhammer, Qualcomm Inc.Slide 3 CBP SG PAR The study group decided to write a PAR for an amendment. 4. PAR Title –Amendment to Standard [FOR] Information Technology-Telecommunications and Information Exchange between systems-Local and Metropolitan networks-Specific requirements-Part 11: Wireless LAN Medium Access Control (MAC) and Physical Layer (PHY) specifications: MHz Operation in USA

doc.: IEEE /0022r0 Submission July 2005 Steve Shellhammer, Qualcomm Inc.Slide 5 CBP SG PAR 14. Project Purpose The purpose of this project is to standardise the mechanisms required to allow shared operation in the MHz band in the USA. Likely required mechanisms include: –Specification of new regulatory classes (extending j) –Sensing of other transmitters (extending a) –Transmit Power Control (extending h) –Dynamic Frequency Selection (extending h)
doc.: IEEE /0022r0 Submission July 2005 Steve Shellhammer, Qualcomm Inc.Slide 6 CBP SG PAR 15. Reason for the Project –The existing standard and the proposed amendments from currently operating TGs do not address in detail the rules specified by the FCC for operation in the MHz band in the USA
doc.: IEEE /0022r0 Submission July 2005 Steve Shellhammer, Qualcomm Inc.Slide 7 CBP SG PAR 18. Additional Explanatory Notes –Item 15 – The project will define a protocol that consists of procedures for initiating new transmissions, procedures for determining the state of the channel (available or unavailable), and procedures for managing retransmissions in the event of a busy channel. IEEE 802 standards have not been designed to accommodate operation in ‘lightly-licensed’ bands (i.e. non- exclusively licensed, without guarantees about interference), and the 5 GHz concepts of ‘Dynamic Frequency Selection’ and 'Transmit Power Control' should be generalized beyond sharing with radar systems. This proposed project work on a ‘Contention- Based Protocol’ is likely to be suitable for use in ‘lightly-licensed’ bands in other regulatory domains.
doc.: IEEE /0022r0 Submission July 2005 Steve Shellhammer, Qualcomm Inc.Slide 8 CBP SG 5C The SG did decided (after some encouragement from the TAG chair) to include in the 5C that the TG would produce a CA doc The 5C includes the statement – Task Group will create a CA document as part of the balloting process.
doc.: IEEE /0022r0 Submission July 2005 Steve Shellhammer, Qualcomm Inc.Slide 9 Discussion on CBP It is my understanding that the SG plans to have a contention-based protocol that enables stations to share the spectrum It is my understanding that the SG does not plan to develop a contention-based protocol that enables and other 802 wireless stations to share the band. –The is a possible exception to this statement in that the PAR refers to TCP and DFS
doc.: IEEE /0022r0 Submission July 2005 Steve Shellhammer, Qualcomm Inc.Slide 10 Question to the TAG Should we encourage CBP SG to develop a spectrum sharing technique to enable sharing of all wireless standards intended to operate in the band?
