Leçons opérationnelles principales (3) Technicians need to be proactive - anticipate on policy measures and see how these reforms will affect the country context Experts should play a leadership role. Experts need to influence decisions by timely planninng. Involve all stakeholders in national plan development and strategy formulation. [4-5 leçons par dia]

Leçons opérationnelles principales (4) Define technician: groups of experts should include technicians from other ministries – pluridisciplinarity, multi- sectoral expertise – including governance and decentralisation, and Ministry of Finance There is a gap between decision-makers and researchers.
