P2 Program Update and Opportunities Tanya Mottley Pollution Prevention Division March 17, 2010

Briefing Outline  Updates  Underlying Concerns  P2 Strengths  P2 Opportunities  Growing Areas of Demand  Key Strategies

Updates  Administrator Jackson’s 7 Priorities – Jan 2010 Taking Action on Climate Change Improving Air Quality Assuring the Safety of Chemicals Cleaning Up Our Communities Protecting America’s Waters Expanding the Conversation on Environmentalism and Working for Environmental Justice Building Strong State and Tribal Partnerships

Updates  P2 Strategic Plan Finalized in February 2010; posted on the Web 5 goals; 5 sector strategies to guide program Raises awareness of P2 opportunities  Steve Owens, AA for OPPTS Enthusiastic about P2 Effective April 2010, OPPTS is becoming OCSPP (Office of Chemical Safety and Pollution Prevention)  20 th anniversary of the PPA in 2010 OPPTS is planning activities to celebrate and elevate P2 Events likely to occur on/around P2 week in September

Underlying Concerns  “Voluntary programs”... Being used inappropriately where mandatory regulation necessary Diverting resources from “core” work Not authorized Not producing environmental results Not well-managed  P2≠voluntary; P2=statutorily based  2011 P2 Budget FTE cut = 9.4 (HQ only) $ decrease = - $1,609K (HQ only; $804K for DfE; $805K for Green Chemistry )

P2 Strengths  Solid set of core programs advancing P2 nationally 8 national P2 centers of results  Measures are in place to assess progress New MMTC02e FY 09 reporting measure P2 calculators (i.e., cost and GHG) rolled out in 2009  Demonstrated results P2 Program rated 3 rd highest among EPA Programs in OMB’s PART EPA’s Science Advisory Board (SAB) recently described the P2 programs as “among the most forward-looking and important programs of the EPA.”

P2 Centers of Results  Green Chemistry  Green Engineering  Design for the Environment  Regional Activities  Pollution Prevention Resource Exchange Network (P2Rx)  Green Suppliers Network/ E3  Environmentally Preferable Purchasing  Partnership for Sustainable Healthcare

Maintaining P2 Progress  Merge environmental considerations with economic growth considerations to achieve sustainability “sustainability” is more than “survivability”  Strategic thinking and maximizing results are essential to maintaining an updated and relevant P2 program P2 Strategic Plan opportunities  Communication and collaboration are at the core of our success Partnerships and P2 integration

P2 Opportunities  P2 Policy Statement Updating the 1993 P2 policy statement to re- energize P2 in the Agency and articulate its connection to sustainability  P2 Integration 2009 P2 Integration report included short and long-term recommendations Considering in the context of P2 Strategic Plan Exploring new opportunities to enhance P2 integration

Growing Areas of Demand  E3 Initiatives – several states showing interest to start pilots  Standards –growing consumer interest in product standards and criteria to help make “green” choices  Greening the Federal Government EO 13514; issued October 8, 2009 EPA interested in establishing greener practices (e.g., travel, meetings)

Key Strategies  Leverage P2 opportunities with OPPT programs, EPA offices and other federal agencies.  Promote the development of voluntary consensus standards to advance P2 practices.  Strengthen state and local infrastructure by providing resources ($ and technical) for state TAPs.  Identify alternatives to chemicals of concern such as diisocyanates, phthalates, BPA, etc.  Integrate P2 approaches into OPPT’s chemical action plans  Work with federal partners to create and promote “greener jobs” – e.g., the auto industry, building retrofits, chemical engineering.

Key Strategies  Respond effectively to these changes Movement to green economy = more P2 opportunities  Think and act proactively Leverage resources where possible Focus on a few things to do well  Enhance communication and collaboration Jan 20, 2009 Memo from President Obama on Transparency and Open Government Government should be transparent, participatory and collaborative  Strengthen P2 to contribute to a sustainable society Take advantage of opportunities with potential to make the greatest impact
