MIP6-HA-Local-Assignment-Capability indication to MS Contributors grant a free, irrevocable license to 3GPP2 and its Organization Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner’s name any Organizational Partner’s standards publication even though it may include portions of the contribution; and at the Organization Partner’s sole discretion to permit others to reproduce in whole or in part such contributions or the resulting Organizational Partner’s standards publication. Contributors are also willing to grant licenses under such contributor copyrights to third parties on reasonable, non-discriminatory terms and conditions for purpose of practicing an Organizational Partner’s standard which incorporates this contribution. Page 2 Background The MIP6 bootstrap information (HA address/ HL prefix) can be assigned to MS by either the Home RADIUS server or the PDSN, depending on the MS request indicated via the id-type included in the DHCPv6 Information- Request message MS doesn’t know whether the visited network supports HA assignment or not before it requests MIP6 bootstrap information. If the MS requests a MIP6 bootstrap information in the visited network, but the PDSN doesn’t support local HA assignment, the PDSN returns a Home Network Information option with 0-length data. In this case, the MS may subsequently request for a MIP6 bootstrap Information in the home network.

The MS may subsequently request for a MIP6 bootstrap Information in the home network. This may results in inefficiency.

HUAWEI TECHNOLOGIES Co., Ltd. Page 4 Problem statement(2) The MS is located in visited network A which doesn’t support local HA assignment. The MS obtains an HA assigned by the home network. When it moves to another visited network B with local HA assignment support, it can not know, and will always use the original HA. In fact, the MS would like to request for local HA from visited network B. HUAWEI TECHNOLOGIES Co., Ltd. Page 5 Solution We suggest that the PDSN indicates MIP6-HA-Local-Assignment- Capability to the MS. The MS can request for MIP6 bootstrap information based on the received indication. During PPP setup the PDSN shall indicate the MIP6-HA-Local- Assignment-Capability to the MS. If the visited network supports local HA assignment, the PDSN shall set the MIP6-HA-Local-Assignment- Capability bit in the List of PDSN capabilities field when it sends the MS-PDSN Version Capability Indication packet to the MS. If the MS receives the MS-PDSN Version Capability Indication packet from the PDSN and the MIP6-HA-Local-Assignment-Capability bit in the List of PDSN capabilities field is set, the MS may bootstrap for local HA.

HUAWEI TECHNOLOGIES Co., Ltd. Page 8 Conclusion and Proposal The PDSN shall indicate the MIP6-HA-Local-Assignment-Capability to the MS. Adopt the solution using MS-PDSN Version Capability Indication packet to indicate local HA assignment capability. This help the MS get better mobility service.
