Enterprise and Industry Agenda Item Game Consoles Product Group 'Sound and Audio Equipment' Consultation Forum 9 October 2012 Ecodesign Directive 2009/125/EC

Enterprise and Industry - Sound and imaging equipment: priority product group in Working Plan (COM 2008/660) for the period Commission has investigated whether and which ecodesign requirements are appropriate -> Preparatory study on three main product groups Video Players and Recorders, Projectors, Game Consoles, finalised and published in December 2010; Since 2010 ongoing discussions with industry and especially game consoles manufacturers about a possible voluntary agreement - An Impact Assessment study launched in January 2012 Commission activities so far

Enterprise and Industry Uniqueness 3 products 3 manufacturers 0 manufacturers based in Europe

Enterprise and Industry Industry activities -Cooperation of the 3 manufacturers Microsoft, Nintendo, Sony -Several approaches towards the Commission against a regulatory approach, discussions about a possible self-regulation, voluntary agreement, self- commitment -Technical discussions about suitable technical approaches, relevant modes, possible thresholds, performance, improvement potential -International negotiations (mainly US EnergyStar, Australia, California, Commission)

Enterprise and Industry Assessment Consultation Forum Draft industry proposal is silent on its purpose; not considered by the Commission as a 'Voluntary Agreement' ready for immediate recognition; sufficient to commence the evaluation of the admissibility of this initiative as an alternative to an implementing measure All self-regulations must be assessed at least on the basis of the criteria in Annex VIII Article 18: The parties of the Consultation Forum shall contribute to assessing voluntary agreements and other self-regulation measures
