Level 1-specific  Calibration tables/engineering parameters

Whittaker proposal for spectral bands  Create two coordinate axis types ("wavelength" and "wavenumber") that can be recognized by the NetCDF library as defining a "spectral coordinate".  Similar to time dimension variable  New standard names also needed  center_wavelength, or wavelength  center_wavenumber, or wavenumber
