Mr. E. van Eijndhoven Director Business & Produc Mr. E. van Eijndhoven Director Business & Product Development Netherlands Railways View from a Railway Undertaking On the 4th Railway Package 7 May 2013 View from a Railway Undertaking

NL rail sector has strong market incentives View from a Railway Undertaking NS services high-quality, as measured from the passenger perspective: frequency, speed and punctuality The Dutch rail network is highly efficient due to intensive use of assets (infrastructure, rolling stock and stations) and personnel planning Dutch railways are market-driven: low subsidies in combination with high farebox revenues result in strong market incentives for the Netherlands Railways

NS amongst best in class in Europe View from a Railway Undertaking

New possibilities with ERA regulation View from a Railway Undertaking NSA x Endorsement of the conformity assessment x

Intensity of utilisation of infrastructure NL highest in EU View from a Railway Undertaking Intensity of utilisation of infrastructure 2006 and 2009 (Total train-km / km of line) Source: Eurostat for train-km; RMMS for line-km

Concluding remarks NS sees real potential for the proposals that have been presented on the subjects of ERA and interoperability Finalising and implementing the Technical Pillar of the 4th Railway Package should be given priority NS is not opposed to further deregulation of the railways Breaking up integrated cohesive networks such as our Dutch core network is major issue It is up to the Member States to decide how they can best achieve the objectives set by the European Commission View from a Railway Undertaking
