The Academy of Humanities and Economics in Lodz, Poland Bucaresti, 2004 Bucaresti, 2004 RURAL COMMUNITY SITUATION IN POLAND Iwona Wieczorek Izabela Kołodziejczyk-Olczak

The Academy of Humanities and Economics in Lodz, Poland Rural community Polish agriculture was one of few enclaves of private property in times of communism

The Academy of Humanities and Economics in Lodz, Poland Rural community The strength of Polish farmers, is their ecological activity and its implementation in practice which is becoming more and more important.

The Academy of Humanities and Economics in Lodz, Poland Rural community Agro-tourism is becoming more and more popular in Poland. At the moment there are more than agro-touristic farms.

The Academy of Humanities and Economics in Lodz, Poland Rural community In 2003 economic situation of agriculture improved comparing to two last years, and particularly comparing to 2002 which was very unfavourable when we take into account rural production. Increase of prices of the basic farm produce, mainly vegetable produce, didn't influence the income situation of farmers considerably.

The Academy of Humanities and Economics in Lodz, Poland Rural community Total area of agrarian lands decreased comparing to 2002 by 0,7 mln hectare and in June 2003 it amounted to 16,2 mln hectare.

The Academy of Humanities and Economics in Lodz, Poland Situation The development of rural entrepreneurship is one of the priorities in current economic policy. It is supported by system solutions described in the operational plan SAPARD (it is entirely addressed to support development of agriculture and rural areas) that is co-funded by the EU funds and Rural Areas Activation Programme, implemented jointly with World Bank.

The Academy of Humanities and Economics in Lodz, Poland Situation There are also other institutions, both governmental and non- governmental, dealing with similar activities. We can include here: European Fund for the Development of Polish Villages, A foundation of support for rural areas, Foundation for development of Polish Agriculture.

The Academy of Humanities and Economics in Lodz, Poland Situation The main aim of these programs is to decrease the level of unemployment in rural areas. Not only investments thanks to which farmers can start their business are funded but trainings enabling them to gain new skills and to break psycho and socio- cultural barriers towards employment outside agriculture as well.

The Academy of Humanities and Economics in Lodz, Poland Situation Unemployment is one of the main problems of Polish labour market. The number of unemployed who were registered in Lobour Offices in the end of August 2004 amounted to persons. It is estimated that the total number of unemployed living in villages (both registered and hidden unemployment) amounts to which is 41,3% of total unemployment in Poland.

The Academy of Humanities and Economics in Lodz, Poland Situation Experts notice a dramatically high growth of net population in production age in Polish rural areas. The present demographic situation makes us suppose that this growth will amount to people by 2010.

The Academy of Humanities and Economics in Lodz, Poland Situation Unemployed people living in rural areas have little chance to find a job in local labour market. Individual farms do not create big demand for labour. It is necessary to stress that low level of education is a key barrier for unemployed people from rural areas to find a good job.
