Main assumptions of the most likely scenario 1.localized episodes of inter-communal conflict and displacement will continue in the run up to elections as a result of multiple factors: – pre-existing tensions including over resources, – disagreements on boundary decision, devolution and competition for representation at county level, election campaigning... – Areas likely at high risk of being affected include upper eastern, north eastern, parts of coast, and rift valley. 2.Episodes of conflict surrounding elections period and election run off are highly likely Compared to 2007/8: Less displacement in 2007/08 PEV hotpots, but new hotspots areas and higher risk in the pre-election period
