CP Background – NDOC lead CP four pillars : Prevention, Humanitarian, Security and Mass casualty. – Strong linkage between pillars, – Humanitarian Pillar engaged with UWIANO, MossP, NDOC, KRCS, and Crisis response Center. – Based on referendum CP – Planning workshop and field workshop in Eldoret and Nakuru – Steering Committee in place

OBJECTIVES – Review, re-activate coordination mechanism and principle of response – Define level of preparedness and priority action – Consult with field based partners – Align with national structure and partners – Advocate on key gaps

Main assumptions of the most likely scenario 1.localized episodes of inter-communal conflict and displacement will continue in the run up to elections as a result of multiple factors: – pre-existing tensions including over resources, – disagreements on boundary decision, devolution and competition for representation at county level, election campaigning... – Areas likely at high risk of being affected include upper eastern, north eastern, parts of coast, and rift valley. 2.Episodes of conflict surrounding elections period and election run off are highly likely Compared to 2007/8: Less displacement in 2007/08 PEV hotpots, but new hotspots areas and higher risk in the pre-election period

Most likely scenario Preliminary planning September 2012 to April 2013 Workshop in Nakuru and Eldoret A percentage of the population and historical data Includes temporary displacements. No vulnerability definition and level of humanitarian assistance defined. Further refinement will take place through field level consultations
