Tobacco Growers could be affected by: - prohibition of ingredients - banning any form of oral tobacco - introducing plain standardised packaging - ban on displays of tobacco.

European tobacco growing has already decreased by the CAP and tobacco CMO reforms  2/3 of the turnover confiscated by the phase out of EU subsidies  In the absence of alternatives, strong impact on employment and rural development => The worst period for this new attack

Prohibition of ingredients :  Promote proportionate measures avoiding an ideological approach with no effect on public health  European tobacco growing could be particularly damaged if Burley and Oriental tobacco varieties were eliminated, considering their high level of jobs

Employment should remain a priority in the context of economic crisis The most vulnerable people are damaged: seasonal workers, not qualified, female,… in some of the most deprived areas in Europe

Focused measures have to be considered  Ban of the use of products containing fruit flavors (grapes, cherry, peach and even banana split,…) that attract the youngest  Several countries have already implemented rules (USA, AUST, FR)  Educational and prevention programs for the youngest.

France : a targeted and efficient measure regarding Ingredients France adopted a Law preventing children’s smoking by prohibiting « cigarettes Bonbon » through three ingredients : - Vanilline and éthylvanilline above 0,05% - Artificial sweeteners

Oral tobacco : No Ban but marketing limitations  Lift of the ban on swedish « Snus » which is a good opportunity for the best european tobaccos  Promote regulation in product content to reduce toxicity and addiction

Plain packaging : a threat for tobacco growers  Commodisation of tobacco products would lead to a pressure on raw material suppliers  A measure that would favour illicit trade and counterfeiters

Ban on displays of tobacco  Possible drop in legal sales of cigarettes,  Illegal cigarettes don’t contain EU tobacco  Possible distortion of the EU tobacco growing (400 thousand jobs in EU)
