Overview of WG current status In 9 th Baltic Electricity Market Mini-Forum on 16 th September 2009 it was proposed to create the Monitoring WG, in order to prepare the Common Baltic Electricity Market Monitoring and Surveillance Rules (in line with BEMIP). Yesterday was held the 2 nd Monitoring WG meeting. The participants in the Monitoring WG are Baltic regulators and TSO-s. Based on Lithuanian monitoring rules for wholesale market and summary table made in 1 st WG meeting a draft report on current status and legislation in the Baltic States regarding the monitoring was made. The report was discussed on 2 nd WG meeting to decide the specific targets to be achieved through market monitoring

Main issues discussed What sectors of market monitoring should be harmonized among Baltic States? What is the target and outcome of the market monitoring? Is there a need for changes in legislation?

What sectors of market monitoring should be harmonized among Baltic States? Monitoring rules will be harmonized for:  Retail market monitoring  Wholesale market monitoring (including power exchange) Monitoring rules will be harmonized in the future for:  Balancing market monitoring Monitoring rules will not be harmonized regarding:  TSO/ISO or ITO model monitoring  Security of supply monitoring  Congestion management and capacity allocation monitoring

What is the target and outcome of the market monitoring? Reporting to the European Commission  To fulfill the obligations set in Directives and Regulations Public informing  To inform the market participants in uniformed way with detailed data on all Baltic markets (including market opening, market shares, possible suppliers, switching rates, prices...)  Made available on all Baltic regulators webpages  Updated quarterly Data for regulators for market analyze  To define the shortcomings and problems of the market (including market abuse) Common Baltic Electricity Market Report  To make a common report on the status of Baltic Electricity Market  Once a year

Is there a need for changes in legislation? Question can be answered after defining what data should be collected and what/who is the source of the data. Each regulator will analyze if it is possible to receive needed data according to the current legislation. If needed, proposal for changes in legislations should be made to Ministry.

Next steps Report on current status and legislation in Baltic States regarding the monitoring will be finished for next WG. Based on Directive 2009/72, ERGEG guidelines, CEER/ERGEG questionnaires and regulators view the draft table for wholesale and retail market monitoring data collection will be prepared by Estonian regulator and distributed among WG members for comments. The table will include following items: data collected with definitions, source of the data, frequency of the data collection, can this data be publicly available or should be handled as confidential. The next Monitoring WG meeting will be held together with next Baltic Electricity Market Mini-Forum.
