ICER The International Confederation of Energy Regulators (ICER) was launched in Athens on 21 October 2009 at the WFER IV. Link from Athens to Quebec

It has 5 main objectives: Raise the awareness of the work of national energy regulators around the world Provide an open platform for energy regulators to pursue joint goals Recognise and reconcile market forces with the achievement of public policy objectives at regional, national and international level Identify and spread good practice for all regulators around the globe, who are at very different levels of experience, expertise and independence Help to make a significant contribution of many national governments or international organisations towards a sustainable planet GOALS OF ICER

 Traditional energy regulation in developed markets aimed at: Getting efficiency from monopoly networks Fostering competitive markets Protecting consumers Challenges in developing markets are often different – e.g: Achieving universal supply Quality of supply NEW CHALLENGES

 New major challenges today for developed and developing consumers include: Availability and affordability of energy Maintaining security of supply in an increasingly unstable world Tackling climate change where energy markets have a major role Finding innovative ways to manage uncertainty and to use the staggering technological developments Adaptation of grids and new generation technologies (including smartness)

 Many national/regional regulators often have a central role in meeting the new global challenges of climate change and security of supply  Independent regulation is being introduced and remodelled in many countries: To take account of the changing energy policy goals of elected governments To take on a greater role in achieving energy policy objectives NEW STRUCTURES

Balance Sheet – First 3 years ICER is still a very young organisation but already it has demonstrated its value and is growing Hope some of our regional organisations represented here will join us in making it truly global

Much of this work will be presented here at WFER V ICER has also presented a report on energy efficiency to ministers at the 2010 G8 summit Launched new ICER Distinguished Scholar Awards – aimed at developed and developing energy markets Established infrastructure to enable easy global communication between energy regulators ICER ACTIONS

 Major international organisations are forging closer links with ICER: EBRD/ICER MoU - European Bank for Reconstruction and Development VLPGO/ICER MoU -Very Large Power Grid Operators Association Two joint workshops with International Gas Union ICER’s CURRENT POSITION

ICER is now firmly established  Resources to be focused on biggest challenges  Climate change, technology change: managing change will be a key theme  As markets develop the role of consumers will grow, so consumer capability to engage must be developed  Developing markets will also be a continuing and growing focus FUTURE CHALLENGES

 ICER will launch a new work plan looking forward to the next WFER VI in 2015  New themes for ICER’s work will reflect the challenges regulators will face during that period  The work will be taken forward and delivered by willing regulators from across the globe  In many areas, ICER will collaborate with other respected international organisations  Activities will include events, reports and case studies, open dialogue with international bodies ICER’s WORK

 ICER should be seen as a mechanism to focus the efforts of world energy regulators on critical issues of global significance  WFER is the time – every 3 years – when the world’s regulators come together to discuss current issues and to identify those on the horizon, we exchange ideas and experience  We welcome comments during WFER V here at Quebec and will reflect those messages in ICER’s future work plan  ICER will report on its work at WFER VI in 2015 ROLE OF WFER V

 ICER demonstrated the effective voice of the world’s community of energy regulators  ICER has grown in stature and now stands alongside other respected international organisations  It is succeeding because it is a structure that is needed to meet the challenges of today’s world  I would encourage all regulators to become engaged with ICER – if you want to be heard CONCLUSION

 ICER’s 4 Working Group Chairs on the WFER programme. Regulators are invited to attend meetings of the ICER WGs on Wednesday afternoon  ICER 2012 Distinguished Scholars Award will be presented at the lunch session on Tuesday  ICER members will form the panel of the final session on Wednesday ICER AT WFER V
