Implementation of waste management plans in Republic of Macedonia 2013 workshop on Waste Policy Implementation May 2013 Copenhagen

Main challenges in implementing waste management plans Proper analyzes based on market demands for different treatment option of the waste. Establishment and improvement of rationale network of waste treatment and disposal facilities based on the analyzes. Remediation of contaminated sites – hot spots. Improvement of law implementation with subsidies and penalties.

Main challenges in implementing waste management plans Reduce generation and amount of packaging waste. То reduce and limit the use of harmful metals and materials in packaging and to reduce the toxicity of packaging waste. To provide better conditions for the establishment of systems for recovery, selection, collection, reuse, processing and recycling. To achieve a high level of recycling and other type of processing of packaging waste.

Identification of main barriers within the challenges? Proper allocation of technically prepared staff and financial resources. Separation of different waste streams at the source and separate further treatment or deposition of such streams. Political will for enforcement of policy.

How to overcome the challenges? Political and social viewing of the waste as a resource not as a material for rejection. To notice the waste management as possibilities for creation of working places. Stimulate the separate collection of different waste streams with incentives and subsidies. Preparation of schemes for collecting places according to the needs of citizens and quantities of different waste streams.

How to overcome the challenges? Education and campaigns on public awareness for different treatment possibilities and option. Usage of small quantity of packaging materials with high quality and no harmful constituents. Proper investments in the equipment and proper management of it.
