MMEL Study Group Meeting - March 2005 Brief Update on Mode S Elementary and Enhanced Surveillance In France Germany & United Kingdom Mode S EHS is required: For IFR flights as General Air Traffic (GAT) with effect from 31 March (WG comment UK & Germany; for France 31 March 2006) Note: for those aircraft below 5700kg and with a cruising TAS of less 250kts, ELS only is required. In other Mode S participating countries, only, Mode S ELS is required: For IFR flights as General Air Traffic (GAT) in designated TMA and en- route airspace with effect from 31 March In all Mode S participating countries Mode S ELS is required for VFR flight from 31 March 2008 Note: Consult National Mode S AIC’s for detailed information

MMEL Study Group Meeting - March 2005  Airlines already modifying their aircraft to install Mode S Elementary Surveillance (ELS) and Enhanced Surveillance (EHS) Transponders  A uniform MMEL policy is required as soon as possible  The attached draft Mode S MMEL Policy (Draft Issue 4) has already been reviewed and accepted at the ‘Mode S Regulators Meeting’.  The MMEL Study Group are invited to review the Mode S MMEL Policy (Draft Issue 5) and provide comments and/or accept current wording. MMEL Study Group Meeting - March 2005 (1) MMEL Item(2) Rectification Interval (3) Number Installed (4) Number Required for Despatch (5) Remarks or Exceptions ATC Mode S Transponder System D - 1 Any in excess of one may be inoperative. (1) Elementary Surveillance capability A - 0 May be inoperative for one flight provided permission is obtained from the Air Navigation Service Provider(s) to fly in the airspace when Elementary Surveillance capability is required for the intended route. Note1: A serviceable Mode S transponder, providing at least Elementary Surveillance, is required for ACAS II operation. Refer to item for dispatch with ACAS II inoperative. Note2: At least Elementary Surveillance capability is required (to provide altimetry data) for flight into RVSM airspace. (2) Enhanced Surveillance capability C - 0One or more Downlinked Aircraft Parameters (DAP’s), which provide Enhanced Surveillance, may be unserviceable. Proposed MMEL Policy for Mode S – Draft Issue 5 Most large transport a/c have 2 transponders Transponder has 2 ‘types of capability – Elementary or Enhanced ANSP’s require all Elementary Surveillance Parameters to be available Notes 1 & 2 remind the pilot that Elementary Surveillance is required for ACAS & RVSM
