 From a white sheet of paper : ◦ List the founding principles leading to a Minimal Date Set (MDS) ◦ List the target that planning using the MDS should address ◦ List the users of planning and the data that would be collected as MDS  These lists will be considered as the requirements for defining the content of the MDS

 WHO code signed requesting to develop a capacity  Overall shortages announced & changes in the pattern of needs  Expensive Education  Outflow to other countries & between private & public healthcare  Immigrations  Our country need to report to EU / WHO level  …

 1st PART ◦ We are a board of Ministers within a country that does not collect data nor plan yet  We need the Ministers reesponsible 1.For Healthcare 2.For Social Security 3.For Education 4.For Labor + Michel VH – Prime Minister in charge of Budget  They all have advisers  Within 20 minutes, the Board of Ministers is gathering and discussing their strategic options

 Considering the context, starting data collection and planning of HWF is a MUST DO on the Government agreement ◦ What are the main targets to reach with data collection and planning ? (List of questions we really want to address) ◦ What are our main basic principles on which we stand ?

 2d part ◦ 5 representatives of stakeholders will challenge the government with their own requirements and challenge the Ministers  2 representative of the Chamber of Doctors (1 specialist / 1 general practionners)  1 representative of the Coordination of the Universities  1 representative of the Union of Hospitals Nurses  1 representative of the Employers  1 representative of the Private insurers.  Each will give one challenge / comment on the principles and one specific additional target
