STEMEmployers want and need students with STEM skills – creative thinkers with math logic. By %By 2020 – 69% of careers will require technical skills, associate degrees and/or industry credentials. Business/Industry leaders have expressed: “We have openings for technician level jobs in WV but cannot find employees who routinely show up for work, can pass a drug test, and possess a positive work ethic” Why is Business/Industry asking for Enhanced WV CTE Curriculum? — Compiled from the Bureau of Labor Statistics' Occupational Outlook

So… How can we as CTE professionals meet these needs?

give students an opportunity to master curriculum skill sets in a work place learning environment; give instructors an opportunity to be creative in how they deliver the curriculum; require students to be accountable for documenting their own learning, by collecting evidence of content mastery through portfolio integration; and open additional lines of communication between: instructors, students and/or business and industry by participating in onsite B&I inspections. Vision of WV Career & Technical Education Transform the culture of Career & Technical Education by creating high quality business and industry learning environments.

What are the expectations of a WV Career & Technical Education Classroom? CTE programs will: replicated company 1.Transform the classroom environment into a replicated company; time clocks 2.Utilize time clocks or some other form of formal attendance recording process; Random Drug Testing Policy 40% 3.Develop/Adhere to the county developed Random Drug Testing Policy, while testing a minimum of 40% of all students enrolled within a Simulated Workplace classroom; application / interview 4.Conduct an application / interview process for enrolling students; company name procedures / protocol manual 5.Develop a company name and procedures / protocol manual; safety training 6.Ensure all students receive quality safety training;

What are the expectations of a WV Career & Technical Education Classroom? CTE programs will: 5-10 minute meeting 7.Begin each class period / session with a 5-10 minute company meeting; Quarterly reports 8. Submit Quarterly reports developed by students and instructor; teamsorganizational system 9.Establish work teams and an organizational system with students rotating across teams; 5S 10.Integrate the 5S Continuous Quality Improvement principles; onsite evaluations 11.Participate in Business and Industry yearly onsite evaluations; and portfolio system 12.Utilize a portfolio system for students to document learning, credentials earned, projects completed, etc.

How will CTE be evaluated? Financial 30% Business Processes 30% Learning & Growth 25% Customer 15% 1. Program Retention/Completers 1. Attendance (Time Clock or a formal attendance recording process) 1. Academic Growth (WIN or Key Train – ACT WorkKeys®) 1. Business/Industry Perception (Industry-Based Program Appraisal Scorecard) 2. Percent of State CTE Standards Met 2. Drug Testing (Random Testing of 40%) 2. Student Portfolio (Electronic or Paper- based) & CTSO (Officers/Awards) 2. Service Learning Projects (Projects assisting and/or benefiting the community) 3. Industry Recognized and/or Industry Stackable Credentials or Educate WV Average Score 3. Professionalism (Discipline – Policy 4373) 3. Safety Training (Training applicable to individual training programs) 3. Communication Skills (Job Application, Interview, & Performance Evaluations)

Onsite B&I Evaluations CTE programs will be evaluated by outside business and industry inspectors and be rated similar to a Health Department rating. 85% or better -Those CTE programs who rate 85% or better will receive a West Virginia Industry Endorsement (good for two years) below 85% - Those CTE programs who rate below 85% will receive additional assistance and will be eligible for another visit after corrections have been implemented
