3 Background Local communities request for financial assistant to help defray cost of private foundation drain disconnects Funding source: MEP Grant Program unspent funds ($700,000) Program presented to Environment Committee in July 2007 with start date of January 1, 2008.

5 Eligibility Requirements Served through Regional Disposal System — Billed for wastewater services directly by MCES Currently identified as having an excessive I/I reduction goal and part of the Council’s Regional I/I mitigation program Application for participation — Resolution allowing staff to apply — MCES surcharge community

7 Claim Submittal Process (City) Requirements — Monthly claims submitted within 30 days of end of month in which expenses are incurred — Claims must include: – Invoice – Inspection report – Address where work occurred – Signed certification by City representative as to the accuracy of the claim and information submitted Schedule — Monthly – Most claims submitted within 10 working days after close of previous month
8 Claim Processing (Council) Review of each reimbursement claim and supporting documentation for determination of eligibility — Private system only — I/I mitigation Schedule — Reimbursement sent to community within 30 days of receiving reimbursement claim
