Performance Monitoring A Guide for Larger Local Councils (First Draft)

1. The ‘team’ has not met - sorry 2. I have produced a “first draft” of a “Guide” (copies circulated) 3. I will run through the Guide now 4. Discuss it 5. Feedback please - to be considered by the team 6. A draft final version to be ready for Chichester

The Guide is divided into the following sections: 1.The principles of performance monitoring 2.The different types of performance indicators 3.Some suggested models to use

1. The principles The benefits of Performance Monitoring Some things you SHOULD do Some things NOT to do Interpreting the Results

2. Types of Performance Indicators A.General ‘benchmarks’ B.“Quality of service” indicators C.“Quantitative” based indicators D.Target based indicators E.‘Corporate Health’ and ‘Whole Council’ Indicators F.Performance indicators for specific services or activities

E Corporate Health E1% Member attendance at full Council meetings E2% Member attendances at Committees & Working Parties E3% of staff working hours lost to sickness absence

F Specific Services Use the standard “quality” and “quantity” indicators as set out in Section A and Section B as the main indicators for each key service In addition, use the general principles set out in the Guide to form your own indicators for specific services which you operate.

Next Steps Still some way to go… Extra comments welcome on the bits in red - Feedback please Is this the right balance? – too prescriptive or too woolly? Are the indicators workable? - try and use a few Setting “common” indicators will mean some compromises – worth it to achieve some more standardised system? The “project team” will discuss the feedback A “final draft” to be ready for Chichester meeting. Then some formal “trial” before it is formally ‘published’?
