Bourton on the Water Parish Council George Moore Cottage Hospital Community Centre Project UPDATE

2013 Negotiations with NHS had stalled, and project appeared in jeopardy if sale didn’t complete by the end of March GCC purchased hospital in March 2013 to secure the project GCC agreed to undertake conversion works and hand-over a refurbished building to the PC PC and GCC have since negotiated and agreed a purchase price to reflect the conversion work costs GCC’s budget means PC will contribute some extra monies to provide the required fit-out

Where we go next GCC have submitted planning application for conversion works Conversion works scheduled to start early Spring 2014, subject to planning Anticipated week period for conversion works GCC Library and Community Care Services team will take first occupation whilst GCC still own building PC will put Council office up for sale Anticipate PC will take ownership and move into building in late 2014 Building becomes income generating end 2014

Finances PC will buy building Separate budget of £60k set aside for additional fit-out works and equipment/furniture Statutory reserves will need to be increased A shortfall in Year 1 will be covered by grants No loans required to finance project at this stage Projected rental income is circa £46k to enable the Centre to break even in Year 2 onwards

Accommodation PC Office GCC Library with extended opening hours Police Hub Health suite Community Cafe GCC Community Care Services base for North Cotswolds Rooms available for hire to local groups and county organisations for health, welfare, youth and social activities Currently in negotiation with private local nursery school for the upper floor

Potential users The following are being discussed: Health: Glos Association for the Blind (outreach surgeries), Glos Association for the Deaf (hearing aid clinics), Dementia Web (Day Care services), Cotswold Volunteers (Lunch Clubs), Fitness Classes Arts & Crafts: Local artists (demos & tuitions), Arts & Crafts Fairs Youth: Job Club, After School Advice Sessions, Weekly Social Evening, Youth Notice-board Social: Nursery, Mums n’ Toddler Group, Village Agent Drop- In Sessions, MP Surgeries, Housing Events, Carers Support Groups

We will need help with….. Library – volunteers to join W.I. led team being established to assist GCC staff and extend current opening hours. Outdoor space – volunteers to help provide & maintain external flower beds/displays Community Café – volunteers to help provide a lunch-time service of hot drinks and refreshments Fund-raising – volunteers to help stage tribute band concert in Summer 2014 Youth Activities – help PC undertake consultation with young people and identify activities that can be provided Heritage – to establish and maintain permanent displays

Summary The project was started as a result of residents’ ideas This is a project for the benefit of the whole community It will only really work if the community takes collective responsibility The future success of the Community Centre will depend on you
