Two-Year College Transfers

A Few Points Before We Get Started… General transfer rule: must complete academic year of residence unless meet transfer requirements. Two full-time semesters or three full-time quarters; or Be enrolled in a minimum full-time program for two full-time semesters or three full-time quarters and pass at least equal to the sum total of the minimum load for each required term. KJ – Baseball Transfer Bylaws that might assist the analysis: – Application. If transfer has attended a four-year institution: Only full-time semesters/quarters attended since; Transferable degree credits earned since; and Academic degrees earned since.

KJ – Baseball Transfer Impact on KJ? Would not be able to use AA earned at first two- year college.

KJ – Baseball Transfer Bylaws that might assist the analysis continued: – Additional Transferable Degree Requirements. Core-curriculum requirements for partial qualifiers and nonqualifiers. Effective 8/1/11 for student-athletes initially enrolling full time in college on or after 8/1/11.

KJ – Baseball Transfer Impact on KJ? Not applicable to KJ, but if it was, may use transferable credits earned at first four-year to meet.

KJ – Baseball Transfer Bylaws that might assist the analysis continued: – Determination of Transferable Degree Credit. May count courses accepted as degree credit in any of its colleges, schools or departments – Transfer Credit, Unacceptable Grade. May not use courses that would not generally transfer in due to grade earned.

KJ – Baseball Transfer Impact on KJ? Remedial hours may not be used to meet credit requirements. If Your Institution does not transfer in Ds, cannot use those six hours to meet credit requirements. If all others transfer in, will have 25 credits.

KJ – Baseball Transfer Bylaws that might assist the analysis continued: – Calculation of GPA for Transferable Degree Credit. Grades earned in all courses that would normally transfer used. Only last grade earned in repeated courses used.

KJ – Baseball Transfer Impact on KJ? Need to recalculate GPA with F instead of D for repeated course. (2.009) Assuming remedial A included in GPA, need to remove and recalculate. (1.836)

KJ – Baseball Transfer Bylaws that might assist the analysis continued: – Exceptions/Waivers for Two-year College Transfers – Two-year Nonparticipation or Minimal Participation Exception.

KJ – Baseball Transfer Impact on KJ? KJ could meet the two-year nonparticipation exception during spring 2013, but KJ cannot use because exceptions are only available for qualifiers.

KJ – Baseball Transfer So where does that leave us with KJ? Cannot use AA. So need to look to see if meets credit requirements. Meets credit requirements but does not have the GPA. Will need to serve academic year in residence before can compete. Although not applicable to KJ, could meet new core- curriculum requirements for partial qualifiers and nonqualifiers. Could meet two-year nonparticipation exception for spring 2013, but cannot use because partial qualifier.

Review of Four-Year College Transfer Requirements

General Rule Prior to being eligible, a four-year college transfer student must serve one full academic year in residence at the certifying institution. Bylaw

Four-Year College Transfer Case Study

Four-Year College Transfer Case Study and Best Practices Case study will focus on the following: Competition in year of transfer. Bylaw Best practices for certification of a midyear transfer student-athlete. Bylaws and (b) Division I football transfer student-athlete and application of additional academic requirements. Bylaw Competition in Year of Transfer

Julie – Swimmer The facts: Enrolled at a Division I institution in fall She practiced, competed and received athletically related financial aid. Julie attended the Division I institution in fall 2012, practice, competed and received athletically related financial aid.

Julie The facts, continued: Julie decided to transfer to a Division II institution at the conclusion of the fall term. The Division II institution received permission to contact. Julie meets the one-time transfer exception. Bylaws and What steps does the institution need to take to certify her eligibility for competition in the year of transfer?

Julie – Competition in Year of Transfer Eligibility is based on how the Division I institution declared its playing season. Did Julie compete for the Division I institution in the segment that concluded with the NCAA championship?

Julie – Competition in Year of Transfer Information obtained from the Division I institution: Declared two separate segments. Julies last date of competition for the Division I institution was October 28, Championship segment began November 15, 2012.

Julie – Competition in Year of Transfer, Continued Julie is eligible to represent the Division II institution when she transfers for the spring term. She did not compete for the Division I institution during the segment that concluded with the NCAA championship. Bylaw Julie met the one-time transfer exception.

Best Practices – Midyear Transfer

Certification of a Midyear Transfer Contact previous institution as soon as possible. Seek clarification on unclear information. Use of tracer form. Use of the Internet. Discussions with coaches and student-athlete. Certification of credit-hour requirements.

Newly Adopted Legislation – Division I

Division I Legislation Update In football a student-athlete who does not: Earn nine-semester or eight-quarter hours; and Earn the eligibility point (Academic Progress Rate). Is not eligible for the first four contests in the following playing season. NCAA Division I Bylaw

Impact on Division II If a Division I football student-athlete, who is subject to the four-game penalty, transfers to a Division II institution the penalty does not follow the student- athlete. The four-game penalty, in and of itself, does not impact the availability to use the one-time transfer exception. Be sure to look carefully at the transfer tracer form for Division I football transfer student-athletes.

Initial Two-Year College Transfer Concepts Recommend changes to the current two-year college transfer standards: For qualifiers: GPA requirement of 2.300; and Place a limit on the number of physical education activity credit.

Initial Two-Year College Transfer Concepts, Continued For partial qualifiers and nonqualifiers not meeting the AA or equivalent degree requirement: GPA requirement of 2.300; Place a limit on the number of physical education activity credit ; Additional transferable core-curriculum requirement in natural or physical science; and Athletics aid and practice for nonqualifiers if they meet all other requirements and have a GPA at or above a
