Japan-Russia treaties None after WWII Japan-Soviet Joint Declaration (1956) –Committed the USSR to hand over Shikotan and the Habomai. However JPN's decision in 1960 to sign a security pact with the US led RUS, ultimately, to refuse to sign the declaration. –Irkutsk Summit Meeting (2001) Japan-Soviet Joint Declaration in 1956 confirmed and used as a base document, Putin assured "the 1956 Japan-Soviet Joint Declaration is effective“, willing to handover 2 of 4 islands. Korea. Work together for a good neighborly and friendly North- South relationship, mentioned that it is important to bring nK into the dialogue with the international community, and to call upon nK to respond positively to concerns over security (missile deployment and development), humanitarian and human rights matters (abduction issues). National Missile Defense (NMD), US Relations. RUS would like to continue its constructive dialogue with the US regarding the NMD program, and would like to work toward achieving a consensus that is agreeable to both sides.

Bilateral development of Sakhalin through increased trade and energy projects JPN support for the dismantlement of nuclear weapons, construction of facilities for the disposal of radioactive liquid waste. –The Japan-Russian Federation Joint Actions for Disarmament and Environmental Protection, dismantling and disposition of decommissioned nuclear submarines in the RFE, conversion of RUS military resources to the private sector, disposition of Pu from dismantled weapons. New JPN projects, 200mil USD. CHN efforts to domain Far East catalyzes RUS and JPN cooperation

Common ground JPN and EU also has a declining pop’n rate, not as sharp as Russia; maybe part of wider trend. Before 1960s, both JPN and RUS had health problems caused by degenerative diseases, since them JPN has controlled these and increased life expectancy. RUS still encounters accidental mortality, cardiovascular diseases and low life expectancy.

JPN investments in RUS 60% of JPN imports from RUS are from RFE. RFE is potential energy provider for JPN and Asia. Intellectual investments, Technical Assistance and Training Facilities in Vladivostok, Yuzhno-Sakhalinsk, and Khabarovsk. Study and funding opportunities. JPN heavy investments in RFE since 1970s, stopped/dwindled after AFG invasion. RUS is an unpredictable market compared to USSR’s, high FDI taxes, corruption and weak banking. High opportunity cost for JPN investment.
