WIRELESS ADVISORY GROUP 6th May 2003 Steven Gleeson Local Licensing Co-ordination Unit Radiocommunications Agency GHz Band C Registration Model

WIRELESS ADVISORY GROUP 6th May 2003 E Business and the RA E-government is central to the Agency's business strategy, and in turn to the Agency's contribution to DTI objectives The RA is currently engaged in a programme of work for transactional electronic service delivery including e-licensing, interference complaints and site-clearance

WIRELESS ADVISORY GROUP 6th May 2003 Why is the RA doing this? One of the core objectives of the e-Envoy’s office is to “deliver electronically, and in a customer-focused way, all government services by 2005”

WIRELESS ADVISORY GROUP 6th May 2003 Where are the RA now?

WIRELESS ADVISORY GROUP 6th May 2003

5.8GHz Band C Registration System What has been done so far?

WIRELESS ADVISORY GROUP 6th May 2003 AUTHORISATION SCHEME FOR BROADBAND FIXED WIRELESS ACCESS SYSTEMS IN THE 5GHZ ‘BAND C’ ( MHz) SPECTRUM WIRELESS ADVISORY GROUP FEBRUARY 2003 Capturing the ‘User Requirements’

WIRELESS ADVISORY GROUP 6th May 2003 Capturing the ‘User Requirements’ The authorisation process should take minutes The fee should be as low as conceivably possible Data base information should be made publicly available The system should immediately say whether or not use is permitted at a given location If the registration is successful then the user should be given a reference number

WIRELESS ADVISORY GROUP 6th May 2003 Capturing the ‘User Requirements’ Technical details should be kept to a minimum –actual location should be submitted as just a postcode or NGR –antenna heights of less than 30 metres not required

WIRELESS ADVISORY GROUP 6th May The authorisation process should take minutes rather than weeks System will be online Registration process to occur quickly and certainly ‘within minutes’ (except for licence application and site clearance cases). Meeting the ‘User Requirements’

WIRELESS ADVISORY GROUP 6th May The fee should be as low as conceivably possible Fee calculation mechanism is still being scoped Intention is for an annual fee Decision still to be made on how the fee is to be applied Meeting the ‘User Requirements’

WIRELESS ADVISORY GROUP 6th May Data base information should be made publicly available Any Database will be maintained by the users Data Protection Act issues such as disclosure of location information to be overcome before decision can be made on what can be disclosed Meeting the ‘User Requirements’

WIRELESS ADVISORY GROUP 6th May The system should immediately say whether or not use is permitted at a given location Online registration will give immediate result except where site clearance is required Option to be included allowing a location to be checked prior to registration Meeting the ‘User Requirements’

WIRELESS ADVISORY GROUP 6th May If the registration is successful then the user should be given a reference number A successful registration will be given an ‘authorisation number’ which allows immediate installation and use Meeting the ‘User Requirements’

WIRELESS ADVISORY GROUP 6th May Technical details should be kept to a minimum –actual location should be submitted as just a postcode or NGR –antenna heights of less than 30 metres not required Use of address to NGR conversion software meaning minimal user input required Antenna height only mandatory for heights in excess of 30 metres Meeting the ‘User Requirements’

WIRELESS ADVISORY GROUP 6th May 2003 So how will the system work?

WIRELESS ADVISORY GROUP 6th May 2003 Who will use the system? Registrations can only be made by an entity who already holds 5.8GHzBand C licence Licensees could include Individuals, a Community Group, an ISP or a Network Operator A Licensee may also be the only registered user

WIRELESS ADVISORY GROUP 6th May 2003 System Process Map Register users (including licence application) Check availability View existing users Register users

WIRELESS ADVISORY GROUP 6th May 2003 On Line User Register User Make Licence application Do you already hold a licence ? Registe r another ? WIRELESS ADVISORY GROUP 6th May 2003 Planned Implementation Phase 1 - Aug 2003 –Basic authorisation system –De-registrations (amendments) –Pre-clerance Phase 2 - End 2003 –Batch registrations –Access to user database

WIRELESS ADVISORY GROUP 6th May 2003 The challenge! To design a system that is simple to use and meets the requirements of a variety of existing and potential users.
