Key Action 1 – Higher education student and staff mobility Rebecca Rogers

Boost skills and employability Overall objectives Boost skills and employability Modernise education, training and youth work Focus on young people Easier to access, with simpler funding structure Currently 26 million unemployed throughout Europe and over two million job vacancies. During the negotiations of the new programme all member states agreed the importance of this. Focus on monitoring Easier to access e.g one programme guide for the whole programmes, easy for potential participants to identify opportunities. Majority grants paid according to unit costs (flat rates)

Cross-sectoral structure based on ‘Key Actions’ Key facts Cross-sectoral structure based on ‘Key Actions’ Worth €940m to UK over seven years Replaces Lifelong Learning Programme, Youth in Action and other EU programmes Replaces and builds on current programmes that are available in the Lifelong learning programme.

European policy context EU Youth Strategy (2009) Developing European Dimensions in Sport (2011) ET2020 (2012) Rethinking Education (2012) European Structural & Investment Funds (2014) There is a close link between the new programme and EU policy: Europe 2020 targets - 20% of all graduates to have complete a study period or training period abroad by 2020. 2 million more students to undertake a mobility by 2020. It took 26 years to reach the first 3 million projected only 7 years to reach the next 2 million.

Under comenius for example applications from individuals were allowed. Now only from organisation. For those who have worked on the Erasmus programme under LLP this won’t be any different.

Mobility Projects for Higher Education Students and Staff

General eligibility criteria for an applicant organisation Erasmus Charter for Higher Education (ECHE) Participant Identification Code (PIC) Grant Application deadline 17 March (midday Brussels time) For an institution to participate and make an application the following is required: ECHE mandatory for all HEIs participating in the project, applicant HEI’s and including HEIs receiving students on traineeships and staff on training. Student mobility Study period abroad at a partner HEI Traineeship abroad in an enterprise Student mobility

Student mobility eligibility criteria Students at all levels of higher education Recent graduates (traineeships only) 12 months per study cycle (includes participation in LLP) From 3 to 12 months for studies From 2 to 12 months for traineeships Students at all levels of Higher education can participate Recent graduates can now participate -they must apply in their final year and undertake and complete the traineeship within one year after graduation. Activities to be undertaken must have been agreed in a learning agreement prior to the start of the mobility. To ensure high quality activities that have maximum impact on students the mobility has to be part of the student’s study programme or in the case of a traineeship it should be and intergrated part of the study programme

Student mobility eligibility criteria Learning Agreement Recognition For study students must be in their second year of study or higher For traineeships students are eligible from the first year of study Students at all levels of Higher education can participate Recent graduates can now participate -they must apply in their final year and undertake and complete the traineeship within one year after graduation. Student mobility funding Monthly grant – study (page 43) Group 1 countries - €400 per month Group 2 and 3 countries - €350 per month Students from disadvantaged backgrounds (WP) - €100 per month supplementary grant Widening participation (study only) Top-up for traineeships Monthly grant two different groups for UK students. Countries with higher living costs, medium living costs, and lower living costs. NA will adivse on grant amounts when application forms are available. Grants are set by EC therefore no PC grant

Student mobility funding Monthly grant - traineeships Group 2 and 3 countries - €450* per month Group 1 countries - €500* per month * Includes a monthly top-up of €100 The monthly grant is the same as for study except students receive an extra. What to remember - WP is for study only as students on traineeships will receive the top-up for traineeships. No PC grant.

Linguistic support Online courses through EC tool Mandatory assessment prior to mobility and upon return Voluntary courses Available in the 5 main languages – EN, DE, FR, ES, IT Funding for other languages from organisational support budget Multilingualism is one of the goals of the new programme and by signing the ECHE you have commited to providing nescessary support to mobile participants in terms of linguistinc preparation. To help with this the ec have… EC want to capture improvement after mobility period hence mandatory assessment prior to start of mobility and upon return.

Staff mobility Teaching period at a partner HEI Training period e.g. training events (excluding conferences), job shadowing 2 days to 2 months (excluding travel days) Minimum 8 teaching hours per week.

Staff mobility funding Travel (page 45) Unit costs (flat rates) - Paid according to distance travelled. Distance calculator will be provided by EC Subsistence (page 46) Unit costs – dependant on receiving country Travel days are not eligible for subsistence payments. Unit costs = flat rates Distance calculator will be provided by the EC. Staff can no longer receive subs for travel days i.e if additional to the days when teaching/ training commences /ends/ See grant rates on pages 45 (travel) and 46 (subs) of programme guide. We have used 100% of these rates

Organisational support grant for HEIs (page 41) A contribution to any cost incurred by the HEI in relation to activities in support of student and staff mobility Up to 100th participant - €350 per participant Beyond 100th participant - €200 per participant Higher than LLP to accommodate for preparatory visits and linguistic preparation Previously known as OM (organisation of mobility funding) List of possible uses on page 41 of the programme guide.
