Evaluation framework climate-proofing (Netherlands) EEA meeting on adaptation indicators 3-4 September 2008 Rob Swart Alterra
Context Main component of “Make space for climate” National Adaptation Strategy Emphasis on planning phase: making plans and investments decisions climate-proof National government, provinces, municipalities, water boards
Evaluation framework dimensions Integration into Environmentral Impact Assessment/Strategic Environmental Assessment (EIA/SESA), Water Test, Building Decree But these legal requirements don’t cover all relevant plans/projects -> additional “Climate Test”? Focus on protection level, resilience/recovery potential, adaptability Indicators one element in this discussion (4 themes distinguished) Others are costs and benefits methods, uncertaincy management, feasibility/financeability, participatory approach
Proposed approach Step 1: select indicators for specific context/ application/planning phase Step 2: analyze if plans are climate-proof: relevant scenarios, desirability of options Step 3: analyze if plans can be improved: feasibility of options, instruments
Examples indicators “Biodiversity” SubthemesPossible indicatorsExtra efforts required Habitat location Species composition Droughts Floods Width and functionality of ecological corridors Migration capacity Number of pests Level of species extinction Decrease of habitats/genetic diversity Monitoring Note: examples for discussion purposes only
Examples indicators “Economy” SubthemesPossible indicatorsExtra efforts required Affected functions: Agriculture Transport Power supply Recreation Transport problems Increase traffic jams Power supply problems Security of supply Costs of production problems Drought damage Market mechanism Monitoring external effects Note: examples for discussion purposes only
Examples indicators “Living environment” SubthemesPossible indicatorsExtra efforts required Weather-related damage, hinder, casualties Air quality Flooding Number of hot days Number of affected people Number of days with problems Damage to buildings Monitoring Note: examples for discussion purposes only
Examples indicators “Safety” SubthemesPossible indicatorsExtra efforts required Floods Storms Illnesses/ plagues Minimum resilience Flood frequency % production loss % black-outs Number of victims Damage/casualty risk Evacuation options/times Legislation Emergency plans Note: examples for discussion purposes only

Lessons Indicators are to be tied to a policy process -> dependent on specific policies, specific context, stage of policy development process Does that mean that indicators are not useful at the European level? NO! EU/EEA indicators can be tied to EU policies, or used for international comparisons or common evaluation methods
