3 Purpose of the Guidance Summary guidance for local authorities on joint venture partnerships … to facilitate LAs consideration and informed use of JVs as an option for realising potential housing and regeneration investment and development opportunities …...using local authority land and securing investment.... … in partnership with public sector bodies, housing associations, developers and funders…. including the ability of local authorities to participate in LLPs (Limited Liability Partnerships)….. clear understanding of HMT/ CLG views & role on LAs and JVs, especially innovative, novel, contentious / repercussive 3

4 Wider Context HMT JV Guidance - The Reference Document; small ‘family’ of summary joint ventures guidance for LAs: a) housing and regeneration; b) other assets and property; c) ‘backroom’ services; and d) “front-line service provision; all such guidance grouped around, referencing and to complement / supplement HMT’s Joint Ventures Guidance; JV theme resonates with wider policy objectives: –OEP, specifically co-location and shared services objectives; –PVP, achieving greater value from public resources –Total Place, joining up of public services generally; and –use of PPPs to access increased private sector investment and pursue innovative public private partnership working; including –release and development of local authority land and other assets 4
