FL – The Suffolk Situation FL – The Suffolk Situation The design of a Foundation Learning programme should reflect the learner's prior learning, achievement and qualifications, as well as their intended destination. Planning will need to take account of how the learner can access the next stage in their learning or development – such as entry requirements for a level 2 qualification – and destinations should be concrete and meaningful in the context of local provision and opportunities.
