ENYP: Helping to bridge the gap between our values and our reality At the opening speech during July’s NTI, Commissioner King spoke about the distance between our values and our reality, and how to bridge this gap. In the context of statewide educational reform agenda, if our core value is that all students should be able to graduate from HS college and career ready, then we need to identify the levers and supports needed to turn this value into a reality. The EngageNY Portal is one of several tools offered and funded by the NYSED through RTTT that can serve to bridge this gap, especially in the areas of implementing the New York State P-12 Common Core Learning Standards (CCLS) and Data-Driven Instruction (DDI). Assess Take Action Analyze Supporting implementation of NYS Common Core Learning Standards through the ENYP Assess Analyze Take Action To understand the benefits of the Portal, it may be helpful to contextualize some of its features and functions within the cycle of data-driven instruction. This is our vision for how components of the Portal can directly support and facilitate the work that you’re already doing at the school and district level. Analyze: Results from summative and (limited) interim benchmark assessments aligned to CCSS will be loaded and displayed in Dashboards. Key attendance, behavior, and course performance data will be used to create Early Warning Indicator Flags, which will enable educators and parents to identify students in danger of dropping out of high school and college. Dashboards will provide multiple data views of assessment results (by item and standard) at the student, class, school, and district level. Learning Maps will provide a visual display of student’s progression across CCSS, indicating their mastery level for each standard, driven by assessment results Through EngageNY communities, educators can create and contribute to discussion threads in order to help identify appropriate and effective instructional strategies and interventions. Recommendation Engines will connect student performance data to relevant CCSS-aligned content/resources from ENY Take Action: Through EngageNY, educators can quickly and easily high-quality instructional resources aligned to specific grades, subjects, and CCSS. In addition, educators can view and use peers’ ratings and comments on resources to inform selection and usage. This cycle only reaches its true potential as districts add more interim and classroom data. Components of the ENYP An instructional information system that will: Allow authorized educators, students (grades 6 through 12), and their legal guardians (all grade levels) to log in and view student educational data through data dashboards Provide users with access to instructional and learning resources tagged to CCSS through the EngageNY content management system, and Enable educators to create secure online professional learning communities to share resources and collaborate with colleagues across the State, region, district, or school. While NYSED plans to continue supporting the EngageNY portal and content management system, districts that choose to continue licensing the data dashboards after the 2014-15 school year will need to fund both licensing costs and the underlying inBloom services. The data dashboards will be demonstrated in just a few minutes, but we wanted to present the inBloom service in greater detail as well. EngageNY Portal

Consistent with FERPA, districts and schools provide data to third parties to meet their instructional and organizational responsibilities Currently, we are leveraging data already collected by districts and submitted to SED to power each Dashboard. Leveraging inBloom’s open standards and non-proprietary shared technology infrastructure, we’re able to send (and DDS vendors are able to consume) relevant student data to power each Dashboard solution. Here, SED may supply core data to districts, but key, instructionally rich and relevant data that is often captured in schools and Student Information Systems (but not submitted to the SED) would be loaded to inBloom directly, thereby reducing latency. For example, districts may send period level attendance, results from unit/chapter quizzes, or classroom behavior incidents. Or, a district’s L1 operator may send results from periodic common assessments administered across one or multiple districts, while the State may continue to send enrollment records or state assessment results. Over the next two years, as inBloom works with partner sites and vendors, we also hope to see a proliferation of valuable application providers who have successfully integrated with inBloom and will be positioned to offer great tools at low integration costs to districts or RICs. So, while NYSED will fund the Dashboard licensing and integration costs for the next two school years, we are trying to create a path for districts and RICs to quickly deploy multiple applications at a low integration cost and in a secure environment once our funds expire. EngageNY: Turnkey Professional Development Kits to help educators develop their skills and abilities in the implementation of the Common Core State Standards.  Kits can be used alone or in groups to guide educator development in this work; they can also be used to deliver formal or informal learning experiences for others.
