Summaries, Conclusions, and Action Items 2 Major Discussion Points Intended objective for the ICAO definitions stated –SMS a management tool for the service provider to manage safety –SSP a management tool for the State to manage safety within that State

Summaries, Conclusions, and Action Items 3 Major Discussion Points Experiences with advancing the SSP –Varying degrees of implementation that are striving to comply with ICAO –Lessons Learned from TCCA Need for own internal management system Need to address enforcement policy. Need to adapt oversight system.. –All panel members stated that they were setting up internal management systems in the SSP

Summaries, Conclusions, and Action Items 4 Major Discussion Points Data differences for SSP and SMS –Sources of data for the SSP Analysis of observations during oversight Occurrence reporting Shared information between service providers and authorities through SMS framework Results of external audits on authorities Voluntary reporting –Same data as used for SMS but used by SSP at the more strategic level. Overlaying many sources of data provides more insightful response

Summaries, Conclusions, and Action Items 6 Reaction from the Floor Will the judge agree that the Safety Performance Indicators agreed by the authority were acceptable after the accident? –Response maybe but using a structured approach to define the indicators and measure them puts you in a defensible position

Summaries, Conclusions, and Action Items 7 Reaction from the Floor Setting quantified safety targets at the National level is possible but the difficulty is in how you apportion them. –Response from panel members was that you couldnt nor shouldnt quantify them. –Two level of objectives Macro objectives (qualitative) Micro objectives (qualitative or quantitative)

Summaries, Conclusions, and Action Items 8 Reaction from the Floor If SMS reliant on a just culture, how does the regulator go about implementing a just culture? –Regulator cant regulate a culture but can create an environment for a just culture. –What we need is effective safety reporting, that is the process. Mixing words like safety and culture is a recipe for disaster. Safety culture is not an ends but an enabler.
