Overview of ARRA Resources at Indian Affairs To-date, IA has received $825 million in Recovery Act funds. $500 million appropriated directly to IA $500 million appropriated directly to IA (53% obligated) $325 million transferred from other Federal agencies$325 million transferred from other Federal agencies (27% obligated) (Today on time scale = 65%) February 17, 2009 March 10, 2010 September 30,

Overarching ARRA Issues at Indian Affairs Recipient Reporting:Recipient Reporting: –Significant outreach by Indian Affairs: Developed and Implemented a comprehensive training “program” for recipient reporting to host at regional offices to prepare tribes for recipient reporting requirements Providing review and assistance during reporting window to improve accuracy 3

Overarching ARRA Issues at Indian Affairs Recipient Reporting (cont’d):Recipient Reporting (cont’d): –Recipient data captured for period ending December 31, 2009 has been published to websitewww.recovery.gov –Going forward - reporting windows will open quarterly, with next reporting period in April, 2010 Federalreporting.gov Recipient Reporting Database Supports: Recipient Registration Recipient Reporting Report Review and Validation Recovery.gov Reporting Data Portal Database Provides: Public data access Coverage Maps Standard Reports Reported Data Publish 4

Housing Improvement Program Operation of Indian Programs: Housing Improvement Program 15 tribes located in 10 states have received ARRA HIP funding to address housing need Funds will provide completely new construction of approx. 188 homes for individual Indians and Indian families whose housing needs would otherwise not be served 5

Formal Construction Workforce Training Programs Operation of Indian Programs: Formal Construction Workforce Training Programs –All 11 projects have been awarded –Partnership with the Native Construction Careers Institute (NCCI) to provide construction worker training projects to 9 tribes on their reservations which will provide 300 hours of training to trainees. –An 18-week Native American Energy Auditor Training with the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry (UA) and the United Tribes Technical College (UTTC) will begin in January 2010 at UTTC in North Dakota –Partnership with the Rosebud Sioux Tribe, the Rosebud Housing Authority, and Lakota Solar Enterprises (LSE) is training individuals to install solar heating panels on residential housing 6

On-the-Job Workforce Training Operation of Indian Programs: On-the-Job Workforce Training Accomplishing job creation and workforce training while completing needed deferred maintenance at IA facilities 216 Individuals selected for jobs – Currently 200 are working Anticipate up to 250 employees will be hired and trained 7

Road Repair & Restoration Construction: Road Repair & Restoration Challenges:Challenges: –Competition for local program staff between ARRA IRR projects and ARRA R&R projects Successes:Successes: –121 Road and Restoration projects have been awarded totaling $65.1 million 8

Successes:Successes: Major improvement and repair project at Sherman Indian High School in Riverside, CA awarded for $9.3 million Major improvement and repair project at T'Iis Nazbas Community School in T’lis Nazbas, AZ awarded for $6.9 million Major improvement and repair project at Yakama Tribal School in Yakama, WA awarded for $2.2 million Major improvement and repair project at Kin Dah Lichi'i Olta School in Kinlichee, AZ awarded for $1.3 million Minor improvement and repair projects awarded at multi-locations for $15.4 million School Replacement and School Improvement & Repair Construction: School Replacement and School Improvement & Repair 10

Loan Guaranty Program Challenges:Challenges: –Slowed economy continues to be a factor, less business activity in general and particularly in reservation areas –Lenders are more hesitant to lend funds which is slowing the loan approval process Successes:Successes: –$2.9 million obligation recorded for a $38 million loan that will support 200 jobs –Over $160 million in potential ARRA guaranteed loans have been identified and program staff are working with those lenders and borrowers closely 12
