Caltrans Division of Aeronautics2 California Aviation System Plan: System Requirements Element 2007 Update Regional approach to system planning Minimum requirements defined by Division of Aeronautics airport system planning functional classifications Goal: biennial update of the System Requirements Element Like the Capital Improvement Program (CIP), the System Requirements Element is a fiscally unconstrained plan. The SRE reflects how the current status compares to the functional classification standard to optimize airport capacity and safety.

Submit the final draft to California Transportation Commission (CTC), Technical Advisory Committee on Aviation (TACA) by December 2007 Submit the final draft to CTC by January 2008 Mail copies to airport sponsors, Regional Transportation Planning Agencies, Metropolitan Transportation Organizations, following adoption by the CTC.
