Track and Time to a Train Field Presentation

The following presentation is an example of Track and Time Authority to a Train. You will need a blank copy of a Track and Time Permit for this presentation.

LUM46 T0001 TRACK AND TIME What the Dispatcher sees: T0001 Use the Track and Time form provided and copy the permit as it is issued.

LUM46 T0001 TRACK AND TIME What the Dispatcher sees: T0001 Use the Track and Time form provided and copy the permit as it is issued. UP5912Cima8/29/12

This is what your Track and Time should look like. UP5912Cima8/29/12 5 M C255 N M C263N J TRL Smith

How does a train proceed within it’s Track and Time limits? The train may use the track in either direction within the specified limits.

How does a train proceed within it’s Track and Time limits? However, if the permit is “Joint” with other trains or Maintenance of Way employees, all movements must be made at RESTRICTED SPEED

How does a train proceed at an Absolute Stop Signal within the limits of it’s track and time? CP C255 CP C257 CP C259 CP C263 Joshua Except at Interlockings, verbal authority is not required after stopping within the limits. Train must move at restricted speed past the signal. Track and Time does not authorize trains to occupy the track(s) within interlocking limits (unless allowed by Timetable). Interlocking rules will apply.

CP C255 CP C257 CP C259 CP C263 Joshua Since Control Points C257 and C259 are WITHIN the limits of the track and time permit, the train, after stopping, may proceed at restricted speed by the signal displaying Stop Indication. The track and time permit is the train’s authority to occupy the track.

CP C255 CP C257 CP C259 CP C263 Joshua However, a train outside the limits of the track and time authority must receive VERBAL authority from the train dispatcher to pass the signal displaying Stop Indication to ENTER the limits at either end. Cima Brant

LUM46 T0001 T0005 The train will need to be VERBALLY authorized into the limits of the T&T and is required to contact any employee listed as Joint (in this case, Smith) before entering the limits.

A.Since everyone will be at restricted speed, no further action is required. A train is issued Joint track and time with another train or employee. What does the train have to do before entering the limits? C.Crew must contact all persons listed as joint and receive permission from those employees to enter the limits. B.Trains are not allowed to jointly occupy limits with other employees. Select your answer by clicking on the box below the letter

6.3: Main Track Authorization (part of Rule) Joint Authority: When a train or employee receives authority joint with an employee(s), the train or employee must not occupy the overlapping limits until: Working limits are described and permission is received to enter the overlapping limits from the employee(s) listed on the authority. or Advice is received from the train dispatcher or control operator that the employee(s) have reported clear of the limits. When a train receives joint authority, movements must be made at restricted speed. Rule 6.3 requires the train to contact the employee listed on their authority prior to entering the limits. Sorry, wrong answer try again Click on to return to the previous question.

Rule 6.3 allows authorities to be issued joint. Sorry, wrong answer try again Click on to return to the previous question.

6.3: Main Track Authorization (part of Rule) Rule 6.3 requires the train to contact the employee listed on their authority prior to entering the limits. Correct Nice Job! Joint Authority: When a train or employee receives authority joint with an employee(s), the train or employee must not occupy the overlapping limits until: Working limits are described and permission is received to enter the overlapping limits from the employee(s) listed on the authority. or Advice is received from the train dispatcher or control operator that the employee(s) have reported clear of the limits. When a train receives joint authority, movements must be made at restricted speed.

Does a track and time authority allow the train to pass a Stop indication to enter the limits at either end? A.Yes, the track and time authority is the trains’ authority to pass the Stop Indication to enter the limits. B.No, the train will need verbal authority from the dispatcher to enter the limits from either end of the authority. C.The train will need signal authority to enter the limits. Select your answer by clicking on the box below the letter

REMEMBER: If you train is outside your limits at either end of your Track and Time you will also need to be flagged by the dispatcher past the Stop Indication. Sorry, wrong answer try again Click on to return to the previous question : CTC Territory At a signal displaying a Stop indication, if no conflicting movement is evident, the train will be governed as follows: A crew member must immediately contact the control operator unless the train is: - Within track and time limits. or - Entering track and time limits from any point other than either end of the track and time limits. Before authorizing the train to proceed, the control operator must know that the route is properly lined and no conflicting movement is occupying or authorized to enter the track between that signal and the next absolute signal governing movement or the end of CTC where applicable. When the train receives these instructions, "After stopping, (train) at (location) has authority to pass signal displaying Stop indication," specifying the route where applicable. The train must move at restricted speed.

Sorry, wrong answer try again When Track and Time is placed into the CAD system the dispatcher is not be able to establish a signal into the Track and Time limits. Therefore the train will have to be flagged past the Stop Indication to enter the limits of the Track and Time at either end. Click on to return to the previous question. The CAD display below shows that the dispatcher could establish the signal for the IL99MJ to go through the siding but not down the main through Track and Time #4342.

Correct Nice Job! REMEMBER: If you train is outside your limits at either end of your Track and Time you will also need to be flagged by the dispatcher past the Stop Indication : CTC Territory At a signal displaying a Stop indication, if no conflicting movement is evident, the train will be governed as follows: A crew member must immediately contact the control operator unless the train is: - Within track and time limits. or - Entering track and time limits from any point other than either end of the track and time limits.

Does track and time authority authorize a train to pass a Stop Indication governing Interlocking Limits. A.Yes, if the limits are within the track and time authority the train may pass the Stop Indication, without stopping. B.Yes, after stopping the train may pass the Stop Indication. C.No, Track and Time does not authorize trains to occupy tracks within interlocking limits. Select your answer by clicking on the box below the letter

Sorry, wrong answer try again Application of the boxed sentence: Track and time limits are sometimes issued across an interlocking. Track and time provides authority to be on the main track in CTC on both sides of the interlocking; however, it does not provide authority to occupy the interlocking limits. Interlocking rules must be complied with. Click on to return to the previous question.

Sorry, wrong answer try again Click on to return to the previous question : Automatic Interlockings At a signal displaying a Stop indication, the crew will be governed by instructions in the release box, special instructions, or other instructions. After complying with the instructions that allow the train to proceed, if signal continues to display a Stop indication, the train must move at restricted speed. However, if there is a conflicting movement, the train must not proceed until the movement has passed or stopped, and both crews agree on the next movement : Manual Interlockings (part of Rule At a signal displaying a Stop indication, if no conflicting movement is evident, the train will be governed as follows: A crew member must immediately contact the control operator. Before authorizing the train to proceed, the control operator must know that the route is properly lined and no conflicting movement is occupying or authorized to enter the track between that signal and the next absolute signal governing movement or the end of interlocking limits where applicable. The control operator may authorize the train to proceed by using hand signals or the following instructions, "After stopping, (train) at (location) has authority to pass signal displaying Stop indication," specifying the route where applicable. The train must move at restricted speed. If the signal governs movement over a drawbridge, a crew member must verify that the bridge is in the proper position for the train to pass.

Application of the boxed sentence: Track and time limits are sometimes issued across an interlocking. Track and time provides authority to be on the main track in CTC on both sides of the interlocking; however, it does not provide authority to occupy the interlocking limits. Interlocking rules must be complied with. Correct Nice Job! Rule or apply depending upon the type of interlocker.

It is critical that the information entered on the permit is correctly entered, repeated and verified by the dispatcher as correct. If the dispatcher issues the authority too fast for you to copy, ask the dispatcher to slow down so you can correctly copy it. Repeat the information back to the dispatcher slowly and clearly so they can verify it is repeated correctly. It takes everyone working together to ensure safety.
