Sec.16 – RESPONSIBILITIES OF GRAM PANCHAYATS SubSec.1 The Gram Panchayat shall be responsible for identification of the projects in the Gram Panchayat area to be taken up under a Scheme as per the recommendations of the Gram Sabha and the Ward Sabhas and for executing and supervising such works. SubSec.3 Every Gram Panchayat shall, after considering the recommendations of the Gram Sabha and the Ward Sabhas, prepare a development plan and maintain a shelf of possible works to be taken up under the Scheme as and when demand for work arises. Sec.16 – RESPONSIBILITIES OF GRAM PANCHAYATS SubSec.4 The Gram Panchayat shall forward its proposals for the development projects including the order of priority between different works to the Programme Officer for scrutiny and preliminary approval prior to the commencement of the year in which it is proposed to be executed. SubSec.5 The Programme Officer shall allot at least fifty percent of the works in terms of its cost under a Scheme to be implemented through the Gram Panchayats. Sec.15 – RESPONSIBILITIES OF PROGRAMME OFFICER SubSec.3 The Programme Officer shall be responsible for matching the demand for employment with the employment opportunities arising from projects in the area under his jurisdiction. SubSec.4 The Programme Officer shall prepare a plan for the Block under his jurisdiction by consolidating the project proposals prepared by the Gram Panchayats and the proposals received from intermediate panchayats. Sec.14 – RESPONSIBILITIES OF DPC SubSec.3(b) The functions of the District Programme Coordinator shall be to consolidate the plans prepared by the Blocks and project proposals received from other implementing agencies for inclusion in the shelf of projects to be approved by the Panchayat at district level; SubSec.6The District Programme Coordinator shall prepare in the month of December every year a labour budget for the next financial year containing the details of anticipated demand for unskilled manual work in the district and the plan for engagement of labourers in the works covered under the Scheme and submit it to the district panchayat. Sec.13 – ROLE OF ZILA PARISHAD & PANCHAYAT SAMITI SubSec.1 The Panchayats at district, intermediate and village levels shall be the principal authorities for planning and implementation of the Schemes made under this Act. SubSec.2(a)The functions of the Panchayats at the district level shall be to finalise and approve blockwise shelf of projects to be taken up under a programme under the Scheme. SubSec.3(a)The functions of the Panchayat at intermediate level shall be to approve the Block level Plan for forwarding it to the district Panchayat at the district level for final approval. Chapter 4 contains detailed Provisions of Planning. Highlights Development Plan is a Rolling Plan. -Development Plan has following components:- i.Assessment of Labour Demand. ii.Identification of works to meet the estimated Labour Demand. iii.Estimated Cost of Works & Wages. iv.Benefits expected in terms of Employment Generated & Physical improvements. 4.3Guiding Principles for Preparing Development Plan. 4.4.1BOTTOM UP PLANNING PROCESS TIME BOUND PROCESS OF APPROVAL AT ALL LEVELS ENSURING THAT THE PRIORITIES OF THE GRAM SABHA ARE MAINTAINED DISTRICT DEVELOPMENT PLAN TO BE PREPARED BY DECEMBER OF THE PRECEDING YEAR TIME LIMITS FOR EACH LEVEL DEEMED APPROVAL IN CASE OF DELAY. District Rural Development Agency, Kangra at Dharamshala 12 NUMBER OF HOUSEHOLDS LIKELY TO DEMAND EMPLOYMENT IN THE NEXT FINANCIAL YEAR – UPTO 50% ENHANCEMENT ON ACTUAL FIGURES NUMBER OF TOTAL PERSONDAYS TO BE GENERATED IN NEXT FY – MAXIMUM ENHANCEMENT OF 30 PERSONDAYS IN AVERAGE PERSONDAYS PER HOUSEHOLD DURING CALCULATION OF PROJECTED PERSONDAYS GENERATION – MULTIPLY TOTAL HOUSEHOLDS WITH AVERAGE PERSONDAYS PER HOUSEHOLD ESTIMATED TOTAL BUDGET – MULTIPLY EXPECTED PERSONDAY WITH COST PER PERSONDAY (RS. 250) NUMBER OF HOUSEHOLDS LIKELY TO COMPLETE 100 DAYS IN NEXT FINANCIAL YEAR PREPARATION OF LABOUR BUDGET – LABOUR PROJECTION

1B. The focus of the Scheme shall be on the following works and the order of priority shall be determined by each Gram Panchayat in meetings of the Gram Sabha and the Ward Sabha, namely:- (i) water conservation and water harvesting including contour trenches, contour bunds, boulder checks, gabion structures, underground dykes, earthen dams, stop dams and springshed development; (ii) drought proofing including afforestation and tree plantation; (iii) irrigation canals including micro and minor irrigation works; (iv) provision of irrigation facility, dug out farm pond, horticulture, plantation, farm bunding and land development on land owned by households specified in paragraph 1C; (v) renovation of traditional water bodies including desilting of tanks; (vi) land development; PERMISSIBLE ACTIVITIES

(vii) flood control and protection works including drainage in water logged areas including deepening and repairing of flood channels, chaur renovation, construction of storm water drains for coastal protection; (viii) rural connectivity to provide all weather access, including culverts and roads within a village, wherever necessary; (ix) construction of Bharat Nirman Rajiv Gandhi Sewa Kendra as Knowledge Resource Centre at the Block level and as Gram Panchayat Bhawan at the Gram Panchayat level; (x) agriculture related works, such as, NADEP composting, vermi-composting, liquid bio-manures; (xi) livestock related works, such as, poultry shelter, goat shelter, construction of pucca floor, urine tank and fodder trough for cattle, azolla as cattle-feed supplement; (xii) fisheries related works, such as, fisheries in seasonal water bodies on public land; (xiii) works in coastal areas, such as, fish drying yards, belt vegetation;

PERMISSIBLE ACTIVITIES (xiv) rural drinking water related works, such as, soak pits, recharge pits; (xv) rural sanitation related works, such as, individual household latrines, school toilet units, anganwadi toilets, solid and liquid waste management; (xvi) any other work which may be notified by the Central Government in consultation with the State Government. 4[1C. All activities mentioned in items (iv), (x), (xi) and items (xiii) to (xv) of paragraph 1B shall be allowed on land or homestead owned by households belonging to the Scheduled Castes and the Scheduled Tribes or below poverty line families or the beneficiaries of land reforms or the beneficiaries under the Indira Awas Yojana of the Government of India or that of the small or marginal farmers as defined in the Agriculture Debt Waiver and Debt Relief Scheme, 2008, or the beneficiaries under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007). 1D. The works referred to in items (iv), (x), (xi) and items (xiii) to (xv) of paragraph 1B shall be taken up subject to the following conditions, namely:- a. the households referred to in paragraph 1C shall have the job card; and b. the beneficiaries shall work on the project undertaken on their land or homestead.
