Outline context Scottish experience added value what really makes a difference?

Context (1) vital role of universities and colleges a nation’s future the knowledge economy performance affected by global competition so, how best to compete? freedom of action essential institutional autonomy

Context (2) predominance of state funding how reconcile with autonomy? main options: direct supervision by ministry indirect by a buffer body are there clear differences?

Scottish experience 13 universities, 7 HE colleges distinctive HE, high participation strong research and knowledge transfer 43 further education colleges both options tried for college sector single FE/HE funding body since 3/10/05

Buffer body added value (1) arms-length relationship political interference limited supports institutional autonomy dedicated, specialist organisation greater subject/management expertise

Buffer body added value (2) better policy focus supports responsiveness can offer strategic leadership two-way objective advice/guidance constructive partnership with institutions

What really makes a difference? it always comes down to people…. civil servants vs. executive managers different skill sets, experience rapid turnover …. and money! detailed budgeting vs. block grant annual allocations vs. carry forward
