PROJECT SUMMARY: The aim of the project is to create a voluntary qualification system (quality labelling) in Hungary based on the participatory strategy and actions of the Sustainable Construction Skill Alliance developed during the project. This would create 1) positive reinforcement for HVAC skilled workers to invest trainings to gain practical skills related to sustainable construction and 2) could provide homeowners with reliable information on the skills and qualities of construction workers. This requires double action: By developing a sustainable training programme, reinforcing the up-to-date knowledge and appropriate skill base of construction workforce (especially HVAC skilled workers) in building energetics, energy efficient measures and use of renewable energy. By developing a Communication and Dissemination plan, raising the awareness of property and home owners in energy efficiency measures and emphasising the importance of proper examination, assessment and installation of such measures raise the demand for such qualified, skilled workers. BACKGROUND According to the National Energy Strategy 2030 in year 2010 the 40 % of all energy consumed in Hungary was consumed in our buildings, out of which about 80% is consumed for heating and. Out of the approximately 4.3 million flats of residential building stock, 70 % does not comply with the up-to-date thermal engineering requirements. Therefore we concentrate our efforts to persuade home owners to invest in highly skilled labour to improve energy usage of their homes, to contribute to the national and EU 2020 goals. The training and certification structure is very complex in Hungary creating heavy burden especially on SMEs, and there is a huge number of SMEs and HVAC workers working in the grey economy. It is rather difficult to inspect and monitor the quality of work done in homes due to o the fragmented ownership structure of homes, 86% of all homes are owned occupied O the custom of not preparing proper contracts between home owner and renovation company O the lack of knowledge on certification and qualification systems for HVAC workers among the general public O improvidence within financial and taxation issues and O because of short term thinking of the home owners because of lack of prompt financial resources. Therefore concerted actions are necessary to improve both the energy skills of the workforce and to create perceptive national circumstances that investing in these skills would be profitable and rewarding in the number of commissions. OBJECTIVES AND MAIN STEPS REINFORCING THE UP-TO-DATE KNOWLEDGE AND APPROPRIATE SKILL BASE OF CONSTRUCTION WORKFORCE o Developing a sustainable training programme including trainers and skilled workers training Additional 60 hours training of skilled workers who already acquired a HVAC qualification accepted in National Qualification Registry; 7 types of 20 hours further training in energy efficiency and in the use of renewable energy in the building sector. o Building up the Sustainable Construction Skill Alliance which will help developing the long-term sustainability plan of the training programme o Creating a quality labelling system to build up quality assurance system RAISING THE AWARENESS OF PROPERTY AND HOME OWNERS IN ENERGY EFFICIENCY MEASURES o Developing a Communication and Dissemination plan o Organizing events for professionals, manufacturers in building industry and for the public also o Creating website, writing articles IEE/13/BWI/724/SI TRAINBUD

EXPECTED IMPACTS Reduction of greenhouse gas emission by energy efficient improvements and by use of renewable energy sources performed by trained workforce having up-to-date knowledge and skills Better skilled workforce in sustainable construction: more than 400 within project duration and more than until 2020 receive additional training in energy efficiency Easy to reach, practical training programme for HVAC workers Quality labelling system The idea of cost optimum investment becomes more understandable and more easily estimated for home owners and property managers. Providing fundamental information to home owners and condominium managers in energy efficient improvements Training institutions would have a joint information sharing structure built up through meetings and managed through the separate page created on the webpage. The Sustainable Construction Skills Alliance builds up long term sustainability and flexibility for the developed training schemes. IEE/13/BWI/724/SI TRAINBUD
