National Plans & Frameworks Support achievement of formalized national legal reform agendas and peace building plans Legal Empowerment Facilitate means for securing the legal rights of the individual, particularly of vulnerable populations and those in crisis. Networks Build networks which stimulate legal and institutional reform processes Global Challenges Support actors to address legal and regulatory aspects of emergent global issues undermining development Knowledge Generation Generate knowledge and disseminate best practices in legal and regulatory and institutional reform SO1 SO2 SO3 SO4 SO5 IDLO Strategic Objectives To enable progress and facilitate long term, sustainable advances in the realization of effective rule of law and good governance

Measuring Results: Work in Progress IDLO model for evaluating training (see hand out) Attention to training as component of project design (see logic model examples) Monitoring: training satisfaction and self-assessment of improvement (levels 1 & 2) Quarterly reports on training results to management (see hand out) Evaluating: priority to measuring outcome (level 3) Afghanistan and Kyrgyzstan outcome surveys imbedded in evaluations
