T12 Replacements with HPT8s in Kitchens and Garages Regional Technical Forum October 15, 2013

Measure Overview Measure requested by SRR subcommittee in 2012 – Experienced high penetration of linear fluorescent fixtures in rural kitchens Requests: – 1-for-1 changeout to HPT8 lamps: Other options also included: – 4’ 2-lamp -> 4’ 4-lamp changeout – 8’ 2-lamp -> 4’ 4-lamp changeout Based on the prevalence of these configurations in the ETO commercial DI program – Assumption is that efficient case light output is similar to baseline – DIY delivery channel; Staff developed as direct install; relies on program for delivery verification

Measure Overview Presenting two measures using the same methodology, but will be separate categories – 4-foot T12 lamps – RBSA has enough data to reliably inform a baseline Make-up 98% of linear fluorescent fixtures found in kitchens and 82% of linear fluorescent fixtures found in garages Recommended as a Proven UES – 8-foot T12 lamps have much less data available Less volume in market and in RBSA sample Suggest 8-foot changeouts as a Small Saver UES

Staff Highlighted Areas Storage/Removal/Takeback factors – Are T12 removal rates similar to CFL removal rates? Baseline wattage & ballast factors – Low 8-ft sample sizes leads to using average wattage – Weighting between magnetic and electronic ballasts Efficient Case ballast factors – Using ETO commercial data to determine most likely BF weightings in efficient case Periodic replacement costs and EUL – Staff not including O&M benefits or costs, and setting EUL equal to period of baseline T12 lamp burnout

Savings Methodology Open Workbook HOU – Average for kitchens and garages from KEMA end-use study and DOE study. – Assumes T12 fixtures operate same number of hours as those with other lamp types Baseline Lamp Wattage - Use average T12 lamp wattages from RBSA as baseline for each lamp configuration and room type. Baseline Ballast Factor - Use BPA Lighting Calculator to determine ballast factor. – Simple average of Magnetic and Electronic ballasts in baseline Efficient Case Fixture Wattage - Use wattage of common HPT8 fixtures from BPA lighting calculator (cross-reference to wattages found in RBSA data) to determine average efficient-case wattages for each lamp type. – Use HPT8 data from ETO commercial lighting tool to weight BF occurrences Savings - Calculate delta watts for each lamp configuration, and obtain savings per year for each configuration.

Remaining Issues for RTF Discussion Storage/Removal/Takeback factors – Other res. lighting measures use 4% removal rate based on consistent findings in market evaluations – Should we use the 4% CFL direct-install removal rate number as a proxy for T12 removals? – Or because of complexity of install compared to a CFL, are these less likely to be removed? – Is there data to support a removal rate? Assume no storage or takeback for direct-install, similar to other res. lighting measures

Remaining Issues for RTF Discussion Baseline wattage 8 foot fixture baseline lamp wattage – 92% of 8’ fixtures are 2-Lamp – Kitchen – 2-lamp average = 94W (N=3 out of 4) – Garage – 2-lamp average = 78W (N= 62 out of 64) – All rooms types – 2-lamp average = 80W (N = 109 out of 118) As reference, BPA calculator uses 95W for all 8ft fixtures – Need to decide to use either: 2-lamp average wattages for all configurations (80W) Separate wattages for kitchen and garage (94W, 78W)

Remaining Issues for RTF Discussion Efficient Case ballast factors – HPT8 fixtures have many ballast combinations – RBSA does not provide info on ballast factors – Utilize ETO Lighting Program data to help inform most common occurrences for T12 -> HPT8 change-out combinations

Remaining Issues for RTF Discussion Periodic replacement costs and EUL – Baseline T12 lamp life: 17.1 years kitchens (based on 2.4 Hours/day) 22.8 years garages (based on 1.8 Hours/day) – HPT8 lamp life: 27.4 years kitchens (based on 2.4 Hours/day) 36.5 years garages (based on 1.8 Hours/day) – Normally we count for benefits of reduced change- outs of T12 lamps over EUL of measure (1.6 in this case) – In this case, assume all T12s are gone within the next 17.1 years Effectively makes the EUL of the measure equal to 17.1 years

Staff Proposal on highlighted areas Do not use a 4% removal rate for linear fluorescent fixtures given complexity to install HPT8 relative to a CFL screw-in Use 50/50 split of baseline ballast types – Program delivery verification over time could help inform a better estimate Use average 8’ 2-lamp wattage found in RBSA for all lamp configurations Use non-res data to inform common BF combinations – ETO lighting program represents best source for this Do not include periodic replacement costs and set the EUL equal the 17.1 years – Assumes all T12 lamps are gone after 17 years Go to Workbook for charts
