BACKGROUND: TIMELINE August 2009 Evers announces WKCE phase-out; replaced by online assessments elementary/middle and relevant career and college readiness in high school.announces September 2009 SAA Project Team Convened March 2010 SAA Project Team publishes recommendationsrecommendations October 2010: WI joins SMARTER/Balanced Consortium September 2012: Evers announces budget request for Explore, PLAN, ACT in grades 9-12announces : New assessments replace WKCE

BACKGROUND: SAA PROJECT TEAM 24 school and district administrators from throughout WI: 2010 roster/2012 roster2010 roster2012 roster Convened in 2009 and will remain active until new assessments are implemented.

SAA PROJECT TEAM: CRITERIA UNDERLYING RECOMMENDATIONS Wisconsin’s new assessment system must be one that has the following characteristics: Benchmarked to skills and knowledge for college and career readiness Measures student achievement and growth of all students Relevant to students, parents, teachers and external stakeholders Provides timely feedback that adds value to the learning process Efficient to administer Aligned with and supportive of each school district’s teaching and learning Advances the State’s vision of a balanced assessment system

SAA RECOMMENDATIONS Grades 3-7: Online adaptive assessments Grade 8: ACT’s Explore assessment Grades 9-10: State funding for ACT’s PLAN assessment Grades 10-11: Change test from 10 th to 11 th and use the ACT Benchmark and align online, adaptive assessments in 3-7 to Explore, PLAN, ACT

RATIONALE FOR RECOMMENDATIONS A high quality online adaptive assessment would provide… Immediate results of current achievement levels and growth targets to drive instruction and intervention Efficiency in administration, with multiple opportunities each year for formative and summative testing Item banks and technology enhancements that adjust to and accommodate learners of all ages and all levels, maximizing validity of results Capability to structure the testing experience to complete accountability testing within a grade band (per federal requirements) while further assessing a broader difficulty range within the same testing experience On-demand test assembly unique to each tester, enhancing test-security and minimizing item exposure

RATIONALE FOR RECOMMENDATIONS The general game plan for 8 th through graduation would feature… Grade 8: ACT’s Explore assessment Grades 9-10: State funding for ACT’s PLAN assessment Grades 10-11: Change test from 10 th to 11 th and use the ACT ACT Suite would be benchmarked and aligned with online, adaptive assessments in grades 3-7
