KEMENTERIAN PERENCANAAN PEMBANGUNAN NASIONAL/ BADAN PERENCANAAN PEMBANGUNAN NASIONAL Utilization Of Geospatial Information In Planning And Its Challenges By Dr. Ir. Max H. Pohan, CES. MA Deputy Minister for Regional Development and Local Autonomy Affairs Indonesian Asia Geospatial Forum Jakarta, September 17 th, 2011

KEMENTERIAN PPN/ BAPPENAS INTRODUCTION 1

BAPPENAS Uniqueness of Indonesia o One of the world’s biggest archipelago, consists of more than 17 thousand islands o Climate, resource endowments differ across regions o Lies on the meeting of two dynamic plates, disaster-prone (earthquake, volcanic eruption)

KEMENTERIAN PPN/ BAPPENAS 4 REGIONAL INEQUALITY REMAINS A BIG CHALLENGE Source : BPS 2010

KEMENTERIAN PPN/ BAPPENAS UTILIZATION OF GEOSPATIAL DATA & INFORMATION (GDI) 2

KEMENTERIAN PPN/ BAPPENAS GEOSPATIAL INFORMATION FOR PLANNING o Law No. 25/2004 on National Development Planning System: – Article 31 – Development planning is carried out based on accurate, reliable data and information – Data refers to as objective records on facts in either quantitative, qualitative, or images format o Law No. 17/2007 on National Long Term Development Plan: – Spatial dimension should be incorporated into development planning framework

KEMENTERIAN PPN/ BAPPENAS PROBLEMS IN GDI UTILIZATION i.Survey and mapping activities are still less coordinated ii.Basic data and information are still inadequately available iii.Accessibility is still a big concern iv.Capable, skilled human resources in GIS is still in short supply and unevenly distributed

KEMENTERIAN PPN/ BAPPENAS LAW NO. 4/2011 o As an umbrella for a wide range of activities in Geospatial Information Industry: – Data collection – Processing and analysis – Data maintenance & preservation – Diffusion of GDI – Data & information utilization

KEMENTERIAN PPN/ BAPPENAS ACCELERATION & EXPANSION (MP3EI) o Promoting new growth centers outside Java o Six economic corridors to facilitate efficient goods & human movement o Benefiting from agglomeration economies – economies of scale in each growth centers o “Domestically integrated, globally connected”

KEMENTERIAN PPN/ BAPPENAS FROM MASTER PLAN TO ACTION PLAN o MP3EI needs to be elaborated into workable action plan o Detailed spatial plan is required for each corridor to ensure sustainability o Detailed geospatial data and information is a necessary condition in developing detailed spatial plan (RDTR/Rencana Detil Tata Ruang) – Maps/images with a scale of 1:25,000 or more – Most updated data and information to capture the recent changes

KEMENTERIAN PPN/ BAPPENAS ROOM TO CONTRIBUTE o Geographic Information Systems (GIS) for the proposed specific economic zones, growth centers in each corridor o GIS for marine/maritime industry o GIS for trans-border areas o Should cover not only region’s potential resources but also region’s carrying capacity

KEMENTERIAN PPN/ BAPPENAS CONCLUDING REMARKS o More contributions from Geospatial Information Community is highly required amid growing spatial awareness among government, private institutions, academia and other stakeholders. o Communication between government and geospatial community should be intensified to improve effective, efficient geospatial data & information utilization.

KEMENTERIAN PPN/ BAPPENAS THANK YOU
