Rider Number 9.04 The 83rd Legislature—in Senate Bill 1, Rider 9.04—requires DIR to coordinate IT computer replacements to achieve additional cost savings through a coordinated bulk purchase and report to the legislature by October 1, The rider specifies 14 state agencies to participate in this bulk purchase initiative. Rider Number 9.04 DIR surveyed all 14 agencies to determine their desktop and laptop needs, including: Volume needed Configurations and specifications required Quick Buy was initiated on October 31 st with 6 agencies participating. Depending on agencies’ needs, DIR anticipates performing semi-annual or quarterly bulk purchases.
