TASK TRAINING zInadequate task training causes accidents and fatalities. zTask training is an important element of a TRAP program. zTask training is required by law.

Environmental Traps Show trainees the dangers of the areas they are working in. zHow steep is the hill? zWhat are the traffic patterns? zWhat are the road conditions? zHow bad are the roof/ground conditions? zHow does the working height of the mine affect the performance of the job?

Environmental Traps zHow do weather conditions affect the work place? zWhat health hazards are found in the environment? zWhat are some other environmental traps?

Train miners on new or modified equipment. zHow do habits affect the actions of operators? zHow does the size or type of equipment affect the operators ability to see? zHow should an operator position equipment when performing a task? Equipment Traps

zWhat is the procedure for reporting and repairing defects? zWhat are some other equipment traps?

Procedural Traps Show trainees the safe way of performing the task. zWhat hazards are associated with each step of the task? zWhen doing maintenance work, what safety precautions should be taken?

Procedural Traps Show trainees the proper way to position themselves when performing a task. zWhich direction should miners face when shoveling the belt? zWhere should operators of remote- controlled equipment position themselves? zWhere should miners avoid being when working around mobile equipment?

How do you prepare for task training? zSelect someone to do the training who is qualified or experienced in the task. zProvide written instructions as supporting material for the training.

How do you prepare for task training? zA job safety analysis (JSA) provides a very strong foundation for task training. zThe JSA concept is simple: ySelect a task to be analyzed. ySeparate the task into its basic steps. yIdentify hazards associated with each step. yControl each hazard.

What does the law require? Task training is required by: y30 CFR 48 y30 CFR 46

What does Part 48 require? z30 CFR 48.7 requires task training for all miners in underground mines. z30 CFR requires task training for all miners at surface mines and surface areas of underground mines.

Who is required to be task trained? (48.7 and 48.27) zMiners assigned to new work tasks as: ymobile equipment operators, ydrilling machine operators, yhaulage and conveyor system operators, yroof and ground control machine operators, and ythose involved in blasting operations

Who is required to be task trained? (48.7 and 48.27) zMiners assigned to new work tasks not described in the previous paragraph must be instructed in the health and safety aspects and safe work procedures of the task. zMiners who have not performed a job or task for more than 12 months must be task trained.

Who is required to be task trained? (48.7 and 48.27) zMiners assigned to operate new or modified equipment or machines must be trained in safe operating procedures zAny miner who directs or controls haulage operations must receive training in ysafe haulage procedures related to the haulage system, ventilation system, firefighting procedures, and evacuation procedures.

What is required in task training? (48.7 and 48.27) zHealth and safety aspects and safe operating procedures for work tasks, equipment and machinery zSupervised practice during nonproduction zSupervised operation during production zSafe operating procedures for new or modified machines and equipment zAny other training required by the MSHA

What qualifications must the trainer have? zUnder 48.7 and 48.27, the person must be: ya qualified trainer, ya supervisor experienced in the assigned task, or yother person experienced in the assigned task

What records are required for task training? (48.9 & 48.29) zEach time a person is task trained, it must be recorded on the certificate of training form, MSHA zA copy of the training certificates must be given to the miner.

How long must records be kept for task training? (48.9 & 48.29) zA copy of the training certificates of currently employed miners must be kept on file at the mine office for two years. zA copy of the training certificates of terminated miners must be kept on file at the mine office for 60 days after the termination.

What does Part 46 require? z30 CFR 46.7 requires task training for all miners engaged in shell dredging or employed at sand, gravel, surface stone, surface clay, colloidal phosphate, or surface limestone mines.

What is considered task training under Part 46? zPractice under the close supervision of a competent person may be used to fulfill the requirement for task training.

Who is required to be task trained? (46.7) zMiners assigned a new work task must be instructed in the health and safety aspects and safe work procedures of the task. zIf a change occurs in a miner’s assigned task that affects safety and health, then the miner must be instructed in the health and safety aspects and safe work procedures of the task.

What records are required for task training? (46.9) zA certificate of training form, MSHA must be completed for each task training. zAnother form may be substituted for the MSHA form if it contains the information itemized in 46.9(b)

What records are required for task training? (46.9) zA copy of the training certificates must be given to the miner at least once every 12 months or upon request by the miner. zA copy of the training certificates of currently employed miners must be filed at the mine office during their employment (or for two years in the case of annual refresher training).

What records are required for task training? (46.9) zA copy of the training certificates of terminated miners must be filed at the mine office for 60 days after the termination.
