Programme Presentation GREECE-ALBANIA IPA CROSS BORDER COOPERATION PROGRAMME Ioannina 16 th of October 2012

The Global Objective of the programme Increase the standard of living of the population by promoting sustainable local development in the cross-border area.

EU Legal Basis 1.Council Regulation (EC) No 1085/2006 establishing an Instrument for Pre-Accession Assistance (IPA); 2.Commission Regulation (EC) No 718/2007 implementing Council Regulation (EC) No 1085/2006 establishing an Instrument for Pre-Accession Assistance (IPA) as amended;

Programme Area GREECE Prefectures of Kerkira, Thesprotia, Ioannina, Kastoria and Florina ALBANIA Districts of Vlorë, Gjirokastër and Korçë ADJACENT AREA Prefecture Grevena is included in the eligible areas of the Greece-Albania Programme as adjacent area with a total expenditure not exceeding 20% of the total Programme expenditure. (According to Article 97 of the IPA Implementing Regulation)

The land border has a total length of 282km covering an area of 21,588 km² with a population of 1,040,118

Programme strategy The Programme Strategy is structured along the Global Objective and two Strategic Priorities accompanied by a Priority on Technical Assistance aiming at supporting the successful implementation of the Programme.

Strategic Priority 1 Priority 1: “Enhancement of cross-border economic development”, aiming to promote sustainable economic development through common interventions, and to facilitate cross-border relations The priority is implemented through four measures focusing on: The promotion of entrepreneurship The development of tourism The promotion of people to people actions and The improvement of border accessibility.

Objectives by measure LevelObjectives Priority 1 Measure 1.1The aim is to support interventions facilitating the development of cross-border economic activities through the utilisation of the existing potential and the emerging opportunities. Measure 1.2The aim is to support common cross-border activities supporting sustainable tourism and utilising the existing natural and cultural heritage. Measure 1.3The aim is to support common cross-border activities of a smaller scale focusing directly to the interaction of the local population on matters supplementary to economic development Measure 1.4The aim is to support small scale interventions which contribute to swift and efficient border crossing procedures.

Strategic Priority 2 Priority 2: “Promotion and development of the environment and natural and cultural resources”, aiming to promote common actions for the protection of the environment and the improvement of the natural and cultural heritage. The priority will be implemented through two measures focusing on the promotion and protection of the environmental resources and, the natural and cultural heritage of the area.

Objectives by measure. LevelObjectives Priority 2 Measure 2.1The aim is to support interventions that protect the environment and mitigate the environmental impacts related to economic development. Measure 2.2The aim is to support interventions that protect and mobilise the natural and cultural resources as means for a local-driven sustainable development while safeguarding the natural and cultural heritage from impacts related to economic development.

Implementation principles (1) Transitional arrangements (article 99 of implementing Regulation) Key words Single programming; Single programme management bodies & Joint Structures; Lead Partner Principle; Separate financial management (contracting & separate flow of funds); Obligation for joint projects with mixed partnerships.

Programme Bodies & Structures (1) The Managing Authority Responsible for managing and implementing the Programme in accordance with the principle of sound financial management. The Joint Technical Secretariat Assisting the Managing Authority, the Monitoring Committee and the Joint Steering Committee in carrying out their respective duties.

Programme Bodies & Structures (2) The National IPA Coordinator Acting as the representative of Albania vis-à-vis the Commission and shall be responsible for co-ordinating the Albanian participation in the Programme. The Operating Structure Responsible for the implementation of the Programme in Albania. The Delegation of the EU Contracting Authority for the Lead Partner in Albania; Participates in the JMC and in the JSC (advisory capacity).

Programme Bodies & Structures (3) The Joint Monitoring Committee Managing, monitoring and evaluating the operations, in order to achieve the effectiveness and quality of programme implementation. The Joint Steering Committee Responsible for the selection of projects.

Programme Bodies & Structures (4) The Certifying Authority Responsible for certifying statements of expenditure (from the MA), for receiving payments from the Commission and making payments to the Lead Partner in Greece The Audit Authority Responsible for verifying the effective functioning of the management and control system of the operational programme in Greece.

Lead Partner Principle Prior to the submission of the proposal... Financial Lead Partners The Greek Beneficiaries shall appoint a Greek Lead Beneficiary among themselves. (Greek Lead Partner-GLP) Equally, the Albanian Beneficiaries shall appoint an Albanian Lead Beneficiary among themselves (Albanian Lead Partner-ALP). Both Lead Beneficiaries shall ensure a close co-ordination of the implementation of the operation. Overall Lead Partner (OLP) Either the Greek or the Albanian Lead Beneficiary shall act as the Overall Lead Partner of the cross-border project.
