LAW 14 THE PENALTY KICK

8 TOPICS 1. When to award a penalty kick 2. Before kick is taken 3. Kicker 4. Keeper 5. Other players 6. What if ….? 7. Extending time 8. Kicks from the penalty mark

A penalty kick is awarded when a defender commits any of the 10 direct free kick fouls inside the defender’s own penalty area WHEN TO AWARD

A penalty kick is awarded when a defender commits any of the 10 direct free kick fouls inside their own penalty area WHEN TO AWARD A “foul” means: By a player, during play, on the field Have courage A penalty kick decision does NOT require blood or violence or a goal being prevented … Just apply the Law fairly and accurately

1. Clear penalty area and penalty arc of all but keeper and kicker (all other players must also be behind penalty mark) 2. Get ball into your possession 3. Make sure keeper is on the line between the goal posts 4. Give ball to kicker to place on penalty mark (this also serves to identify the kicker) BEFORE KICK IS TAKEN

1. Clear penalty area and penalty arc of all but keeper and kicker (all other players must also be behind penalty mark) 2. Get ball into your possession 3. Make sure keeper is on the line between the goal posts 4. Give ball to kicker to place on penalty mark (this also serves to identify the kicker) BEFORE KICK IS TAKEN WARNING! Do not (repeat, DO NOT) pace off distance from goal line to penalty mark! Why?

6. Tell kicker to wait for whistle (use gesture) 7. Final check - all out of penalty area, 10 yards from ball and behind mark 8. Take position to observe keeper, kicker, other players and assistant referee (around corner of goal area) 9. Whistle for kick BEFORE KICK IS TAKEN

6. Tell kicker to wait for whistle (use gesture) 7. Final check - all out of penalty area, 10 yards from ball and behind mark 8. Take position to observe keeper, kicker, other players and assistant referee (around corner of goal area) 9. Whistle for kick BEFORE KICK IS TAKEN WARNING! Do not (repeat, DO NOT) ask if the keeper is “ready”! WHY?

REQUIREMENTS OF KICKER v Kick must be taken from the mark v Ball must be kicked forward v Kicker may feint on the kick during the run to the ball (but not after arriving at the ball) u must not run past ball and then back up u must not change direction excessively u must not use hand/arm gesture to distract or deceive keeper v Must not “two touch” the ball v Must not engage in unsporting behavior (e.g., trying to shake hands with keeper)

REQUIREMENTS OF KICKER v Kick must be taken from the mark v Ball must be kicked forward v Kicker may feint on the kick during the run to the ball (but not after arriving at the ball) u must not run past ball and then back up u must not change direction excessively u must not use hand/arm gesture to distract or deceive keeper v Must not “two touch” the ball v Must not engage in unsporting behavior (e.g., trying to shake hands with keeper) It is NOT a “two touch” violation if the ball bounces back from a keeper “save”

REQUIREMENTS OF KEEPER v Must be on goal line, between posts, facing field of play v May not move forward from the goal line until kick (may move side to side) v Must not distract the kicker v Must not engage in unsporting behavior (example: trying to shake kicker’s hand)

REQUIREMENTS OF ATTACKERS v Must be outside of penalty area v Must be outside of penalty arc v Must be behind penalty mark v Must be on the field of play v Must not encroach v Must not distract the goalkeeper

REQUIREMENTS OF DEFENDERS v Must be outside of penalty area v Must be outside of penalty arc v Must be behind penalty mark v Must be on the field of play v Must not encroach v Must not distract the kicker

AR R POSITIONING DIAGRAM Proper setup for a penalty kick.

You signal for the penalty kick once everyone and everything is in place Anything that happens BEFORE you whistle has happened during a stoppage of play and can only be misconduct What if ….?

You signal for the penalty kick once everyone and everything is in place Anything that happens AFTER the ball is in play has occurred during play and is handled as usual What if ….?

You signal for the penalty kick once everyone and everything is in place But what do you do if something happens between the time you signal and the time the ball is in play? What if ….?

General rule: Let the penalty kick occur and then decide what to do about it based on the answer to 2 questions – 1. Who violated the Law? 2. What was the result of the kick? What if ….?

General rule (cont.): You don’t caution for violations of Law 14 … except if u The player had previously been warned about a Law 14 violation u The kicker performed a feint during the actual kick of the ball What if ….?

20 Violations of Law 14 Attackers Defenders GoalNo Goal Attacker & Defender = Retake Retake Goal! Kick-Off Retake Indirect Free Kick Two “special cases” 1.Someone other than the identified kicker takes the kick 2.The kicker kicks the ball backward

If the foul occurs BEFORE time expires, the penalty kick MUST be taken even if this means going past regulation time EXTENDING TIME

If the foul occurs BEFORE time expires, the penalty kick MUST be taken EXTENDING TIME Recommendation: If there is less than 30 seconds left, treat the period as being over and announce that the kick is in extra time (it will take at least the remaining time to set up the restart anyway)

If the foul occurs BEFORE time expires, the penalty kick MUST be taken EXTENDING TIME Recommendation: If there is less than 30 seconds left, treat the period as being over and announce that the kick is in extra time (it will take at least the remaining time to set up the restart anyway) When is the penalty kick taken in extended time over? The ball either goes into the net or it doesn’t – either way, it is over. After the ball is kicked, it can be played only by the goalkeeper. As long as the ball is still moving, a goal can be scored.

Kicks from the Penalty Mark

v Used to “break a tie” (with or without additional playing time) v You choose goal at which kicks will be taken v Coin toss winner decides which team kicks first v Only players on field at end may kick v Coaches, substitutes, and spectators are not allowed on the field during kicks (or off the field with your permission or at your direction)

Kicks from the Penalty Mark v If one team finishes the match with fewer eligible players than the other or loses a player before the first kick is taken, the other team must “reduce to equate” – bring its size down to match the other team v This is NOT a requirement if a team loses one or more players DURING or AFTER the first kick is taken

Kicks from the Penalty Mark v Defending keeper is on the goal line between the goal posts v Nondefending keeper is on the intersection of the goal line and the goal area line v All other eligible players are in the center circle v First set is of five pairs – winner is team that scores the most goals

Kicks from the Penalty Mark v Defending keeper is on the goal line between the goal posts v Nondefending keeper is on the intersection of the goal line and the goal area line v All other eligible players are in the center circle v First set is of five pairs – winner is team that scores the most goals The kicks can end before all of the first five have kicked if the team behind cannot catch up in its remaining kicks

Kicks from the Penalty Mark v After first set of five pairs, teams kick in single pairs v Winner is first single pair to score an uneven number of goals v In all other ways, kicks from the mark follow all the rules of penalty kicks v This includes uniform requirements and misconduct v Substitutions are not permitted

Kicks from the Penalty Mark v After first set of five pairs, teams kick in single pairs v Winner is first single pair to score an uneven number of goals v In all other ways, kicks from the mark follow all the rules of penalty kicks v This includes uniform requirements and misconduct v Substitutions are not permitted One exception – if goalkeeper is injured and if the team still has an unused substitution available

REVIEW v Why is a penalty kick awarded? u When a player commits any of the 10 DFK fouls within own penalty area v Where must the goalkeeper stand? u On the goal line, between the posts, facing the field v Where must the other players, except the kicker, be before the kick? u On the field, outside the penalty area, 10 yards from ball, behind the mark

REVIEW v May the kicker feint at the kick? u No, not after the run to the ball is completed v If the kicker or teammate violates Law 14 and a goal is scored, what should you do? u Retake the kick v If the goalkeeper or teammate violates Law 14 and a goal is scored? u Award the goal

REVIEW v If the kicker or teammate of kicker violates Law 14 and a goal is NOT scored, what should you do? u Indirect free kick v If the goalkeeper or teammate violates Law 14 and a goal is NOT scored? u Retake kick

REVIEW v What if both teams violate Law 14? u Retake the kick v When is the ball in play? u When it is kicked and moves forward v What is the restart if the ball hits the goalpost, rebounds to the kicker and the kicker kicks it into the goal? u IFK for defense (“two touch”)

REVIEW v Can the kicker do a “stutter step” while running to the ball? u Yes, but … v Suppose there is a violation – do I caution? u No, you give a warning (unless the player has already been warned) v What happens if time is going to run out before the kick is taken? u The PK must be taken, extend time enough for the kick to score or not
